Senior Theory of Constraint (TOC) Modeling Engineer

RTX•Tucson, AZ
•$95,500 - $181,700•Onsite

About The Position

The Senior Theory of Constraint (TOC) Modeling Engineer supports Raytheon Affordability Engineering by using advanced discrete event simulation (DES) to integrate technical performance, manufacturing behavior, supply chain dynamics, sustainment workflows, and readiness metrics into a unified cost and throughput framework. The role coordinates local modeling efforts in Tucson and ensures alignment with enterprise standards, collaborating with Systems Engineering, Operations, Supply Chain, and Manufacturing teams to inform affordability, readiness, and throughput improvements. The position is onsite in Tucson, Arizona. It requires U.S. citizenship and an active, existing DoD Top Secret security clearance after the first day, as well as the ability to obtain and maintain a U.S. government-issued security clearance. The salary range is $95,500 to $181,700. Relocation assistance is available. Eligible hires may receive benefits and annual short-term and/or long-term incentive compensation, subject to the stated conditions.

Requirements

  • Typically requires a STEM degree and a minimum of 5 years of prior relevant experience, unless prohibited by local laws or regulations.
  • Experience in Systems Engineering, operations research, Industrial Engineering, and/or complex production system modeling.
  • Experience designing, modifying, and/or validating complex discrete event simulation architectures involving multiple product flows.
  • Experience working with structured datasets such as Excel, CSV files, or databases.
  • Experience interpreting queueing dynamics, resource utilization patterns, yield sensitivities, and/or systemic bottlenecks.
  • U.S. citizenship is required because only U.S. citizens are eligible for a security clearance.
  • Ability to obtain and maintain a U.S. government-issued security clearance; an active and existing DoD Top Secret clearance is required after day 1.

Nice To Haves

  • Experience developing and analyzing multi-contract, multi-product, or system-of-systems simulation environments, including sustainment and lifecycle modeling.
  • Experience with Python, Power BI, Tableau, and/or JMP, and experience customizing discrete event simulation models and modifying model logic, including C programming.
  • Experience in scenario design, sensitivity studies, and optimization-based trade space exploration for engineering and operational decision-making.
  • Experience leading technical reviews, whiteboard sessions, and model walkthroughs with cross-functional stakeholders such as Engineering, Operations, and PMO teams.
  • Experience delivering analytical models and insights for affordability planning, lifecycle cost assessments, and program strategy, with an understanding of manufacturing, supply chain, and engineering lifecycles.

Responsibilities

  • Lead onsite TOC modeling activities in Tucson, coordinating daily modeling tasks, priorities, and data updates across local stakeholders.
  • Develop, modify, and validate discrete event simulation models, including customization of logic, resource networks, multi-contract and multi-product flows, and sustainment behaviors.
  • Collaborate with cross-functional teams to define model boundaries, extract inputs, validate assumptions, and align models with real-world system behaviors.
  • Analyze and communicate system constraints, throughput impacts, queueing behaviors, yield sensitivities, resource limitations, and supply-demand interactions.
  • Design and execute advanced experiments, scenario sweeps, and sensitivity analyses to support affordability and readiness metrics.
  • Create and maintain model documentation, assumption logs, configuration baselines, and traceable data reduction workflows.
  • Present simulation outputs to program leadership, explaining operational, affordability, and readiness impacts clearly and accurately.
  • Support integration of updated program data so models reflect evolving factory, supplier, and sustainment realities.
  • Mentor modelers through technical guidance in TOC methodology, DES fundamentals, and Affordability Engineering standards.
