Senior Technical Program Manager

Microsoft•Redmond, WA

About The Position

Microsoft Cloud Operations and Innovation (CO+I), within the Integrated Planning & Execution (IPE) Datacenter Infrastructure team, is responsible for global planning to maximize capacity efficiency while optimizing safety, security, and availability across the datacenter portfolio. The Senior Technical Program Manager in Region Health turns complex technical and business signals into clear assessments, timely decisions, and coordinated action to protect customer growth. This senior individual-contributor role covers an Americas-wide portfolio spanning North, Central, and South America. The role independently leads assigned regions or complex regional programs across their lifecycle, from launch readiness through established-region growth and recovery. It assesses regional viability, surfaces material risks early, and drives coordinated responses. The role is based in one or more hub locations: Atlanta, Georgia; Redmond, Washington; or Washington, DC. It is eligible for hybrid or remote work, up to 100%. Relocation support is provided. Successful candidates living within 50 miles of Microsoft's Redmond campus must work from the office at least three days per week. The position works closely with technical and business partners to assess whether regions can serve intended workloads and support planned growth, identify constraints and risks, develop decision-ready mitigation options, and drive recovery plans. It also connects regional execution to portfolio strategy, strengthens operating practices, and communicates progress, risks, mitigation plans, and business impact to senior leadership. The role requires technical rigor across datacenter infrastructure and platform readiness, cross-functional leadership, and continuous improvement of deployment processes. Microsoft's mission is to empower every person and organization to achieve more. The company describes a growth-mindset culture focused on responsible innovation, shared progress, and an inclusive work environment.

Requirements

  • Bachelor's degree and at least 4 years of experience in engineering, product or technical program management, data analysis, or product development, or equivalent experience.
  • At least 2 years of experience managing cross-functional and/or cross-team projects.
  • Ability to meet Microsoft, customer, and/or government security screening requirements, including passing the Microsoft Cloud background check upon hire or transfer and every two years thereafter.
  • Strong technical foundation in at least one of these areas: cloud infrastructure and distributed systems; AI/ML platforms or large-scale compute environments; or hardware-software integrations involving compute, networking, storage, power, and cooling.
  • Demonstrated ability to manage execution in ambiguous, fast-moving environments.
  • Excellent written and verbal communication skills, including experience presenting to senior leadership.

Nice To Haves

  • At least 5 years of experience as a Technical Program Manager, Program Manager, or in a similar role in highly technical environments.
  • Proven experience leading complex, cross-team technical programs with significant infrastructure or platform components.
  • Experience delivering or scaling AI, HPC, or GPU-based platforms in production environments.
  • Familiarity with data center operations, hardware lifecycle management, or global deployment programs.
  • Experience driving cycle-time reduction or large-scale process transformation.
  • Background working with hyperscale cloud platforms or enterprise AI services.

Responsibilities

  • Own regional health assessments by integrating capacity, demand, design, service-readiness, and adoption signals into evidence-backed assessments of a region's ability to serve workloads and support growth.
  • Make data confidence, conflicting signals, and emerging risks explicit.
  • Identify constraints behind capacity figures, including the distinction between installed capacity, capacity available for sale, and capacity customers can deploy and use.
  • Investigate availability-zone imbalances, service and product-configuration gaps, power availability, deployment bottlenecks, capacity shortages, stranded capacity, and adoption versus business-case assumptions.
  • Develop decision-ready mitigation options with technical and business partners, evaluating supply acceleration, power restoration, demand shaping, alternative workload placement, and prioritization.
  • Recommend mitigation paths that account for customer commitments, business impact, technical feasibility, data residency, capacity substitutability, and deployment throughput.
  • Turn material risks into accountable recovery plans with named owners, milestones, dependencies, decision points, and measurable exit criteria; resolve cross-team blockers and escalate decisions with recommendations.
  • Validate recovery with evidence that customers can use the required capacity and services.
  • Build regional outlooks and scenarios with planning partners, considering connected regions and dependencies; translate longer-range risks into timely decisions that improve launch readiness, adoption, and growth.
  • Maintain trusted health signals, decision records, actions, and recovery evidence in shared systems of record; provide concise updates through operating and planning forums.
  • Improve assessment methods and repeatable practices so lessons learned in one region strengthen others.
  • Coordinate across hardware engineering, software engineering, infrastructure, networking, data center operations, supply chain teams, and external partners to unblock execution.
  • Influence decision-making using data, technical insight, and executive communication.
  • Build working knowledge of datacenter deployment architectures, including compute (GPU/accelerators), networking, storage, racks, power, cooling, and platform readiness.
  • Identify technical risks and drive mitigation across hardware, firmware, software, and operational domains; translate complex technical concepts into actionable plans for technical and non-technical stakeholders.
  • Identify deployment-lifecycle bottlenecks and non-value-added activities, and drive improvements that reduce time-to-live.
  • Define and implement repeatable deployment playbooks, standard operating procedures, and automation opportunities; use retrospectives and data to improve deployment velocity and reliability.
  • Ensure platform, tooling, monitoring, and operational readiness for AI workloads before production cutover.
  • Partner with service owners to validate scalability, resiliency, security, and operational support models.
  • Provide concise, data-driven updates to senior leadership on progress, risks, mitigation plans, and business impact; articulate tradeoffs and recommend paths forward in ambiguous environments.

Benefits

  • Relocation support is provided.
  • Certain roles may be eligible for benefits and other compensation; specific benefits are not detailed in the posting.
