About The Position

This role is for a Senior Technical Lead / Full Stack Developer focused on Integrated Eligibility Systems. The position involves analyzing existing code, designing technical documentation, establishing programming sequences, creating data mapping and models, and delivering project artifacts. The role requires close collaboration with cross-functional teams and stakeholders, strict adherence to project timelines, and performing general programming and technical analyst duties as assigned.

Requirements

• 7+ years of experience working on complex software development projects
• 2+ years in a developer lead or technical leadership role
• 15+ years implementing software solutions and frameworks across the technology stack
• Hands-on development experience in object-oriented programming (Java, J2EE, Spring Boot, C#, .NET Framework, .NET Core), Web Services, and Web Application development
• 3+ years of experience working within an Integrated Eligibility System (IES) Program across Health and Human Services (HHS) workstreams
• Direct experience with Fair Hearings processes
• 10+ years of experience analyzing, debugging, and tuning SQL queries, stored procedures (e.g., PL/SQL), and managing relational database systems (Oracle, SQL Server, MySQL)
• 5+ years of experience building web applications using JavaScript/TypeScript with frameworks such as React, Angular, Node.js, or jQuery
• 5+ years of experience developing, building, and testing Java EE applications using modern IDEs
• 5+ years of hands-on development experience utilizing .NET Core, .NET 6, and .NET 8
• 5+ years of experience delivering responsive web applications integrated with DevSecOps tools (Azure DevOps, Git, SonarQube) and automated CI/CD techniques
• 5+ years performing database optimization, performance tuning, and operational tasks using Oracle and SQL Server
• Hands-on experience applying Test-Driven Development (TDD) methodologies and utilizing automated unit testing frameworks

Responsibilities

• Analyze existing source code and applications to produce technical documentation, business process flows, system flowcharts, and business rules.
• Establish programming sequences and workflow diagrams based on technical requirements, system architecture, and core business logic.
• Generate data mapping documentation, data models, and detailed specifications for relational data structures.
• Produce and deliver required project work products and technical artifacts in alignment with business objectives and project schedules.
• Collaborate closely with cross-functional team members, technical staff, and project stakeholders.
• Understand and adhere strictly to established project timelines, deliverables, and priorities.
• Perform additional programming, software development, and technical analyst duties as assigned.
