About The Position

The Senior Technical Advisor, Procurement and Market Access provides strategic and technical leadership for the design and implementation of market access and systems strengthening activities under the Medicines Supply Resilience (MedSuRe) Africa project. The role focuses on ensuring the uptake and procurement of quality-assured, African-manufactured medicines for priority health areas, with a special focus on malaria. Working closely with USP headquarters, consortium partners, country teams, and national and international stakeholders, the Senior Technical Advisor, Procurement and Market Access supports market access pathways, including procurement, that are transparent, efficient, compliant, and aligned with MedSuRe’s market shaping and manufacturing objectives.

Requirements

  • Master’s degree in supply chain management, public health, logistics, procurement, or a related field; or an equivalent combination of education and experience.
  • Minimum of ten (10) years of experience in supply chain management in low- and middle-income countries.
  • Demonstrated experience supporting procurement of pharmaceuticals or medical products, particularly for prevention and treatment of malaria, preferably in sub-Saharan Africa.
  • Proven ability to work effectively with international agencies (including UN agencies, Global Fund, US State Department), donors, and implementing partners.
  • Excellent organizational, analytical, and communication skills.
  • Fluency in English required.
  • Ability to travel 25% of time

Responsibilities

  • Works with national, regional and global procurement agencies to address barriers related to demand forecasting and quantification, qualification, tendering, supplier registration, and contracting for African manufacturers.
  • Serves as USP’s technical point of contact on procurement matters within the MedSuRe consortium.
  • Provides technical guidance and capacity-building support to MedSuRe-supported manufacturers to interpret, prepare for, and comply with major international and national procurement guidelines and requirements, including quality standards, documentation, and procurement readiness expectations.
  • Serves as USP’s subject matter expert on malaria within the MedSuRe consortium.
  • Works in close coordination with the Market Access Team to develop and implement broader market shaping strategies.
  • Collaborates with manufacturing and regulatory teams to ensure procurement requirements are realistic and feasible for MedSuRe-supported manufacturers.
  • Represents USP and the MedSuRe project at external events and in technical working groups.
