About The Position

This position provides support to faculty, administrators and GCA Grants Officers in the monitoring of subrecipients and subawards issued under grants, cooperative agreements and contracts. The position is instrumental in providing faculty and departmental staff expert support and guidance regarding the interpretation of subaward terms and conditions, risk assessment and risk mitigation, subaward invoicing, subrecipient reporting, and subaward closeout. The SMM maintains high-level expertise in federal, state, and sponsor-specific regulations. This role requires the ability to quickly pivot and adapt administrative procedures, risk assessment models, and subrecipient monitoring protocols in response to changes in federal rules (e.g., Uniform Guidance, FFATA) or University policy.

Requirements

Bachelor’s degree in Finance, or Business Administration, or a related field.
Two years experience in finance, or business administration, or a related field.
Experience interpreting and applying policies and procedures.
Successful completion of a Criminal History Background Check

Responsibilities

Manage and oversee the full lifecycle of subrecipient monitoring, ensuring compliance with federal regulations (Uniform Guidance) and UND policies and procedures.
Ensure adherence with University policies, procedures, and processes while keeping abreast of laws, regulations, and external and internal policies and procedures governing the administration of subrecipient monitoring under grants and contracts and serve as a resource to faculty and staff.
Conduct risk assessments of potential subrecipients, including reviewing audit reports and determining debarment status.
Determine level of risk of each subrecipient and consider risk mitigation strategies to reduce UND and Sponsor risk exposure.
Working collaboratively with the pre-award manager, the SMM ensures the proper terms and conditions related to invoicing, reporting and mitigating risk are flowed down to subrecipients.
Oversee the proper management of subaward records in the post award file of record.
Review financial and other documentation of subrecipients to evaluate financial stability, internal controls and performance history.
Monitor subrecipient performance, financial accountability, and compliance with federal policies throughout the project duration.
Responsible for reading and interpreting sponsored award documents and applying understanding of federal and other sponsoring agency policies to ensure the subrecipient’s financial obligations adheres to expectations of UND and the sponsor, as well as identification of special terms and conditions that may be required.
Review invoices for accuracy and alignment with scientific progress, ensuring proper documentation is collected.
Identify and resolve problematic reporting and invoicing clauses that are not being met by the subrecipient and communicate effective resolution with the PI and department business office.
Upload subaward invoices into UND Marketplace for review and processing for payment.
Ensure exceptional customer service to faculty, staff and sponsors while at the same time providing appropriate institutional oversight and sponsor stewardship.
Review single audit reports and/or audited financial statements for subrecipients as appropriate; Issue certification letters to subrecipients when single audit reports and or financial statements are not available, and Ensure audit reports and certification letters are documented and filed in the grant folder.
Develop monthly population of subaward agreements and amendments subject to FFATA reporting; Create and submit reports in SAM.gov system, and Manage and report SAM.gov website errors preventing the creation and submission of FFATA reports.
Update subaward-related SOPs and Subrecipient Monitoring policy, as needed.
Update and maintain post-award subaward resource information in Novelution and on GCA website, provide training to PIs and departments.
Performs duties as required to support the mission of the Division of Research.
As regulations, sponsor requirements, institutional policies, technologies, and operational priorities change, this position will adapt processes, systems, and responsibilities to support compliance and the effective administration of research programs.
