About The Position

MANTECH seeks a motivated, career and customer-driven Senior Subcontracts Manager to join our team in Oahu, Hawaii. This role involves planning and directing subcontracting departments, monitoring open subcontracts, implementing subcontractor evaluation policies, and negotiating complex terms for critical material acquisition. The position also includes supervising procurement report preparation, ensuring compliance with federal standards, managing subcontract expediting for special operations facilities, evaluating regional procurement status for resource allocation, and coordinating local vendors and logistics teams to resolve performance issues. Additionally, the role provides leadership, guidance, and mentoring to subordinate staff.

Requirements

  • Bachelor’s degree in Business Administration, Supply Chain Management, Law, or a related field (additional experience may be substituted in lieu of education).
  • 12+ years of position-relevant experience.
  • Experience in quality gate oversight and developing technical subcontracting protocols.
  • Must hold an active Secret clearance

Nice To Haves

  • Certified Federal Contracts Manager (CFCM) or a related field.
  • Experience with Navy Facilities Engineering Systems Command (NAVFAC) or USACE procurement.
  • Knowledge of MIL-STD delivery and security protocols.

Responsibilities

  • Plans and directs the work of subcontracting departments and monitors the status of open subcontracts to ensure timely delivery.
  • Implement organizational policies for subcontractor evaluation and negotiate complex terms for the acquisition of mission-critical materials.
  • Supervise the preparation of procurement reports and ensure that all purchasing activities adhere to federal safety and quality standards.
  • Manages the execution of subcontract expediting and procurement tasks for special operations facilities within the Pacific AOR.
  • Evaluate regional procurement status reports to prioritize resource allocation and ensure infrastructure reliability for high-impact mission sets.
  • Lead the coordination of local vendors and logistics teams to resolve performance issues affecting theater operations.
  • Provides leadership, guidance, and mentoring to subordinate staff.
