About The Position

ASRC Federal is seeking a strong Subcontracts Manager to support our Aerospace Systems Technical Research and Operations Services (ASTROS) program located at Edwards Air Force Base, CA. This role manages a small team charged with developing, awarding, administering, and overseeing subcontracts, long‑term service agreements, and procurement actions aligned with program requirements, federal acquisition regulations, and ASRC Federal’s approved purchasing system. The Subcontracts Manager is expected to operate strategically, collaborate confidently with senior program and corporate leadership, ensure strong compliance discipline, and drive execution excellence within a fast‑moving and highly technical research and operations environment.

Requirements

  • Bachelor’s degree in business, supply chain, contracts, engineering, or related field; master’s preferred.
  • 8+ years of progressive experience in federal subcontract management, including complex technical programs.
  • Strong expertise with FAR, DFARS, Agency FAR Supplements, CPSR requirements, and approved purchasing system operations.
  • Demonstrated ability to lead teams and manage competing priorities in a fast‑paced environment.
  • Proven experience negotiating high‑value subcontract agreements and resolving performance issues.
  • Excellent communication skills and comfort engaging with senior leadership, government stakeholders, and technical teams.
  • US citizenship is required to support this contract.

  • Experience supporting AFRL or similar R&D/operations government programs.
  • Background with fixed‑price technical subcontracts, pressure‑vessel or fabrication‑related procurements, or complex engineering services.

Responsibilities

  • Lead, coach, and develop a small team of subcontract and procurement professionals supporting ASTROS.
  • Manage workload distribution, prioritize actions, and ensure timely, compliant execution of procurement and subcontract requirements.
  • Foster a culture of accountability, high performance, and strong procurement file quality.
  • Oversee the full lifecycle of subcontracts, including planning, solicitation, negotiation, award, administration, and closeout.
  • Develop acquisition strategies that balance program needs, technical risk, FAR/DFARS requirements, and market conditions.
  • Manage high‑value, complex subcontract efforts—including FFP, T&M, and long‑term service agreements assuring alignment with technical specifications, delivery schedules, and budget constraints.
  • Serve as the primary escalation point for subcontractor performance issues, corrective actions, and complex negotiations.
  • Ensure all subcontract actions adhere to ASRC Federal’s approved purchasing system, FAR Part 44, CPSR requirements, and internal procurement policies.
  • Apply rigorous compliance controls, including pre‑award reviews, documentation standards, competitive sourcing, price/cost analysis, and subcontractor oversight.
  • Support CPSR readiness through continuous file quality improvement, standardization, audit preparation, and corrective‑action tracking.
  • Partner with compliance and audit teams to address systemic gaps and strengthen purchasing system fidelity.
  • Engage directly with ASTROS program leadership, engineering, technical teams, contracts, finance, scheduling, and AFRL stakeholders.
  • Lead or participate in daily procurement/subcontract tag‑ups, program risk discussions, and operational planning meetings.
  • Provide strategic subcontracting guidance to program management regarding timelines, risk, vendor capacity, funding constraints, and technical complexities.
  • Coordinate closely with technical and contractual representatives to ensure subcontractor performance aligns with program objectives and government expectations.
  • Drive supplier relationship management, risk mitigation, performance monitoring, and corrective actions.
  • Conduct advanced negotiations related to price, schedule, terms and conditions, key personnel, and technical deliverables.
  • Assess subcontractor proposals, perform cost/price analysis, and determine fair and reasonable pricing.
  • Maintain accurate, compliant subcontract and procurement files.
  • Provide status reporting to program leadership on subcontract actions, funding, risks, milestones, and vendor performance.
  • Ensure timely processing of modifications, funding actions, deliverable acceptance, and invoicing coordination.
