About The Position

Skylight is hiring a technical product manager to support the Administration for Children and Families (ACF) Data Capacity and Digital Services organization within the Office of Administration. The role supports enterprise-serving organizations, including ACF Tech and the Office of Grants Management, in advancing priorities such as reducing grantee burden, reducing waste, fraud, and abuse, and modernizing legacy systems. The work includes rapid-turnaround surge requests and major modernization efforts, often using platforms such as Palantir Foundry, Databricks, and enterprise AI tools. The product manager owns strategy, planning, execution, stakeholder management, and team health, working with researchers, designers, engineers, client stakeholders, and other partners. The role involves turning loosely defined problems into product strategies and technical solutions, making decisions about what to build and why, and weighing architecture and data tradeoffs with engineering teams. It also involves direct consulting with senior leaders, work that may not be scoped in advance, and helping government partners develop digital skills and product knowledge. The position is full-time, exempt, and fully remote, with possible travel one to two times per year. All work must be conducted within the U.S., excluding U.S. territories. Candidates must be authorized to work in the U.S. without sponsorship and be able to obtain a Tier 2 public trust background investigation.

Requirements

  • Develop product strategies grounded in the problem to be solved, prioritizing outcomes over features and defining roadmaps and clear success criteria.
  • Apply lean and agile principles, including validating assumptions early, breaking scope into small increments of value, maintaining a prioritized backlog of validated user stories, and facilitating cross-functional ceremonies.
  • Apply service design methods such as journey mapping, service blueprinting, and contextual inquiry to identify pain points, manual workarounds, and opportunities to automate or streamline.
  • Have hands-on experience delivering AI-enabled products or workflows and assess when AI, such as LLMs, agents, or intelligent document processing, is appropriate versus simpler automation or process change.
  • Understand how data moves through an organization, identify fragmented or duplicated data, and work with engineers on connected, reliable systems.
  • Reason with engineers about system architecture, APIs, data modeling, security, and engineering tradeoffs, and make product decisions that depend on them.
  • Manage clients and stakeholders in ways that build trust, alignment, and healthy environments for individuals and teams.
  • Define and measure impact, such as time saved, reduced processing times, fewer errors, or increased adoption.
  • Work in a way that aligns with Skylight's core values.
  • Be legally authorized to work in the U.S. now and in the future without sponsorship.
  • Be able to obtain a Tier 2 public trust background investigation and successfully complete the company background check.
  • Conduct all work within the U.S., excluding U.S. territories.

Nice To Haves

  • Hands-on experience with one or more of Credal, Palantir Foundry, Databricks, or Microsoft Power Platform, including Power Apps, Power Automate, or Dataverse.
  • Experience delivering AI enablement using responsible AI practices, such as evaluating model outputs, designing human-in-the-loop review, and familiarity with the NIST AI Risk Management Framework or federal AI guidance.
  • Familiarity with federal security and compliance processes such as FedRAMP and Authority to Operate (ATO), and their effect on tool adoption.
  • An engineering or data background, or experience taking a product from zero to one while navigating uncertainty.
  • Experience translating policy into technical solutions and implementing them through software.
  • Experience modernizing legacy systems, including migrating data and workflows from spreadsheets, paper, or aging case management tools.
  • Experience delivering AI-forward technology in government, highly regulated industries, or other public-benefit settings.
  • A track record of staying aligned and accountable on remote teams.

Responsibilities

  • Lead a cross-functional team of researchers, designers, engineers, and subject matter experts to build and ship high-impact products and services.
  • Shape loosely defined, unscoped problems into product strategies, including vision, objectives, success measures, roadmaps, and backlogs.
  • Translate policy and program requirements from ACF leadership into deliverable technical solutions, keeping plans current as priorities change.
  • Write and prioritize user stories, build release plans, and facilitate team ceremonies such as planning, stakeholder syncs, and retrospectives.
  • Partner with government teams to build their digital skills and product knowledge throughout the project.
  • Navigate bureaucratic challenges and help pave the way for more intuitive processes.
  • Manage product strategy, planning, execution, stakeholder management, and team health.
  • Work with engineers to evaluate architecture, data, and technical tradeoffs in products built on platforms such as Palantir Foundry, Databricks, and enterprise AI tools.
