About The Position

The Senior Specialist, Subcontracts position will be responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters.

Requirements

Bachelor’s Degree with six (6) years of procurement and/or subcontracts experience with highly complex multi-year high dollar subcontracts.
Graduate Degree with four (4) years of procurement and/or subcontracts experience with highly complex multi-year high dollar subcontracts.
In lieu of a degree, minimum ten (10) years of procurement and/or subcontracts experience with highly complex multi-year high dollar subcontracts.
Must be a U.S. Citizen.

Responsibilities

Implement sourcing strategies, assess supplier risk (including financial) and develop mitigation plans.
Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
Prepare bid packages, conduct bidders' conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administers resulting subcontracts.
Negotiates and coordinates additions, deletions, or modifications to subcontracts.
Participate with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria for achieving goals and objectives.
Tailors, and negotiate terms and conditions for the procurement of specialized materials, equipment, and services.
Negotiating, preparing, reviewing and managing Supplier Statements of Work.
May sign supplier agreements and purchase orders within established authority.
Contributes to the development of goals for the department and planning efforts (budgets, operational plans, etc.).
Extensive SAP experience to include troubleshooting.
Strong understanding of FAR and DFAR’s.
Ability to obtain and maintain a DoD Clearance.
Other duties as assigned by Supervisor.
