About The Position

L3Harris is seeking a Program Management Senior Specialist supporting our Seabed Systems in Millersville, Maryland. This Program Management Specialist will contribute to multiple program areas, including cost management, schedule tracking, contractor performance oversight, risk and opportunity management, requirements analysis, quality assurance, and customer reporting. The ideal candidate will demonstrate strong leadership and communication skills, ensuring seamless collaboration between customers, technical teams, and program stakeholders.

Requirements

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10years of prior related experience.
  • Experience leading a highly visible and fast paced portfolio, reporting directly to site General Manager.
  • Experience with ITAR/EAR.
  • 6-10 years’ experience and advanced level knowledge leading a portfolio with reportable Earned Value.
  • Active Secret Clearance.

Nice To Haves

  • Strong interpersonal and communication skills.
  • Prior experience as a Program Manager to international customer and / or major prime contractor
  • Undersea systems experience
  • PMP Certification

Responsibilities

  • Oversee cost, schedule, and technical execution to ensure program success.
  • Identify and communicate issues to customers, subcontractors, and internal teams, implementing performance improvement plans as needed.
  • Prepare and deliver program presentations and monthly reviews for customers and corporate leadership.
  • Interfaces with government stakeholders and contractor leadership.
  • Review and approve financial deliverables, including Estimate to Complete (ETC), Funds and Man-Hour Report (FMHR), and other customer CDRLs.
  • Oversee and negotiate contract and subcontract documentation to ensure compliance with applicable regulations and policies.
  • Gather procurement requirements, navigate government approval processes, and coordinate purchases through multiple vendors.
  • Set goals and empower individuals to take ownership for their assignments.
  • Assist leadership in identifying program growth opportunities in addition to facilitating capture of new opportunities with customers.
  • Have strong and effective verbal, written and interpersonal communication skills that will facilitate in creating and maintaining a collaborative work environment which includes providing decisive and constructive feedback.
  • Demonstrate and insist on ethical and professional behavior in accordance with company values.
