About The Position

The Department of Social Services (DSS), through Information Technology Services (ITS), supports the technology infrastructure and applications used by the New York City Human Resources Administration and Department of Homeless Services. ITS develops and enhances systems for client eligibility and recertification, case management, housing, employment and work engagement, revenue-producing computer matches, claiming, and personnel. The Senior Software System Engineer will oversee and coordinate complex IT projects from initiation through completion, using Agile methodology and JIRA. The role provides day-to-day leadership to multidisciplinary teams, including teams supporting DSS case management systems, and tracks project tasks, progress, technical support, framework upgrades, and data analysis. It also leads software and database design and development, reporting, data integration, code review, and improvement initiatives, while researching emerging technologies for browser-based and mobile applications. The position is scheduled from 9:00 AM to 5:00 PM.

Requirements

One of the following education and experience combinations: a bachelor's degree in a listed or related field and four years of satisfactory full-time related experience; an associate degree in a listed or related field and six years of satisfactory full-time related experience; a bachelor's degree in any field and eight years of satisfactory full-time related experience; or equivalent education and/or experience.
Related experience must include a specialization in a relevant technology, process, methodology, and/or domain.
The listed degree fields include computer science, engineering, human-computer interaction, interactive media, digital and graphics design, data visualization, and communication.
Experience and skills related to managing complex IT projects, software systems, and the technologies and methods identified in the posting.

Responsibilities

Oversee, plan, manage, and coordinate complex IT projects from initiation to completion, including defining scope, maintaining project plans and work breakdown structures, and scheduling deliverables, goals, and milestones.
Identify and manage project risks, determine resource needs, and obtain signoff on deliverables using Agile methodology and JIRA.
Provide day-to-day oversight and leadership for multidisciplinary project teams, including teams supporting DSS case management systems.
Coordinate, track, and report project tasks and progress—including framework upgrades, technical support, and data analysis—to management, stakeholders, and relevant teams.
Support project deliverable readiness for service operations.
Lead teams in designing high-performance Microsoft SQL Server database structures and developing user-friendly browser-based applications with the technologies listed in the posting.
Lead the design of managerial reports using Microsoft SQL Server Reporting Services (SSRS).
Lead the creation of processes to transfer data from different sources into SQL databases using Microsoft SQL Server Integration Services.
Promote high-quality coding strategies through code reviews with team members using Team Foundation Server (TFS).
Drive improvement initiatives through collaboration, emerging methodologies, automation tools, and new technologies, including Android Studio and mobile app development.
Research emerging technologies affecting browser-based and mobile applications to support continuous improvement and scalability.
Liaise with business users and IT technical teams to fulfill business objectives.
