About The Position

ICF is seeking a Senior ServiceNow Developer to support a public health agency client Office of the Chief Information Officer (OCIO). This person will have experience in supporting U.S. federal government programs with varied backgrounds and be able to support large and small teams in reaching client goals. The role involves architecting and designing ServiceNow solutions, leading technical implementations, supporting platform administration, evaluating and improving deployed applications, recommending and documenting solutions, performing hands-on development, collaborating across delivery teams, participating in Agile delivery, providing technical oversight, maintaining documentation, supporting security and compliance, and growing the ServiceNow practice.

Requirements

  • Bachelor’s degree or equivalent experience
  • 5+ years of hands-on ServiceNow development, implementation, or architecture experience, including ITSM, ITOM, and scoped applications.
  • Must be a U.S. Citizen or Green Card holder due to federal contract requirements.
  • Ability to obtain and maintain a Federal Public Trust clearance.
  • Candidate must reside in the US, be authorized to work in the US, and work must be performed in the US

Nice To Haves

  • Experience with ServiceNow ITAM, App Engine, or custom application development.
  • Strong understanding of ServiceNow architecture, platform administration, workflows, integrations, data models, and security controls.
  • Experience with Service Portal/Employee Center
  • Experience designing or supporting ServiceNow integrations with third-party systems and enterprise platforms.
  • ServiceNow certifications such as Certified System Administrator, Certified Application Developer, Certified Implementation Specialist, or Certified Technical Architect.
  • Experience with Agile, SAFe, DevSecOps-aligned teams, technical documentation, testing support, and production troubleshooting.
  • Experience with Now Assist, Generative AI, Agentic AI, virtual agents, intelligent automation, predictive insights, or other AI-enabled ServiceNow capabilities.
  • Experience supporting U.S. federal government programs or federal clients.

Responsibilities

  • Architect and design solutions: Define and implement ServiceNow architecture standards that align with client business objectives, IT strategy, platform standards, and long-term technical guardrails.
  • Lead technical implementation: Design, develop, and configure capabilities across ITSM, ITOM, scoped applications, workflows, business rules, UI policies, integrations, and custom development.
  • Support platform administration: Support ATO activities, patching, upgrades, environment clones, MID Server management, performance tuning, and production issue resolution.
  • Evaluate and improve deployed applications: Assess existing applications and platform capabilities to identify opportunities for optimization, automation, reduced technical debt, and improved user experience.
  • Recommend and document solutions: Use expert knowledge of ServiceNow capabilities, client usage patterns, product entitlements, and federal program priorities to recommend practical solutions for client consideration.
  • Perform hands-on development: Deliver solutions spanning out-of-the-box features, custom applications, integrations, and scoped app development.
  • Collaborate across delivery teams: Work with product owners, business analysts, developers, client stakeholders, and technical teams to translate business needs into scalable, standards-based solutions.
  • Participate in Agile delivery: Support sprint planning, reviews, retrospectives, backlog refinement, solution discussions, and other Agile or SAFe ceremonies.
  • Provide technical oversight: Conduct code reviews, guide development standards, and ensure implementation patterns are maintainable and aligned with ServiceNow best practices.
  • Maintain documentation and knowledge sharing: Create architecture diagrams, configuration specifications, workflow designs, data models, integration approaches, implementation guidance, and knowledge-sharing materials.
  • Support security and compliance: Ensure configurations and customizations align with federal security, compliance, accessibility, and operational requirements.
  • Grow the ServiceNow practice: Contribute subject matter expertise to proposals, solutioning, technical demonstrations, communities of practice, and reusable delivery assets.
