About The Position

The Senior Retirement Analyst performs advanced, specialized professional work in the administration of Prince George’s County pension and retirement programs. Operating with a high level of independence and expert judgment, the incumbent supports and advises the Retirement Services Manager and Pension Administrator in the day-to-day oversight, compliance, and management of the County’s pension plans. Work involves complex retirement benefit calculations, interpretation of Federal, State, and County pension laws, and high-risk decision-making related to retirements, appeals, grievances, domestic relations orders, and service credit eligibility. The role requires extensive interaction with employees, retirees, legal counsel, actuaries, and the Maryland State Retirement Agency, as well as responsibility for ensuring accuracy of retirement data, validating HRIS and PensionGold entries, and leading critical processes such as monthly retirement payment processing, audit preparation, system testing, and retirement education initiatives. The incumbent may provide technical guidance to other staff and is expected to maintain strict confidentiality, ensure legal and procedural compliance, and deliver retirement counseling and education with a high degree of professionalism.

Requirements

  • Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field
  • Two (2) years of professional level human resources experience
  • An equivalent combination of relevant education and experience may be considered.

Nice To Haves

  • Three (3) years of proven and progressive analytical experience in human resources
  • Knowledge of retirement plans (government pension plans, 457b, and 401a) including knowledge of associated tax regulations.
  • Proficiency and knowledge of Human Resources Information Systems (HRIS), SAP experience preferred

Responsibilities

  • Performs professional and administrative responsibilities in the day-to-day administration of the County’s pension plans including direct counseling of active and retired employees
  • Conducts complex retirement benefit calculations, including service credit, leave payouts, life insurance reductions, and return of contributions determinations
  • Reviews and determines eligibility for military and prior service credit purchases and processes associated calculations, notifications, and payroll deductions
  • Implements Domestic Relations Orders in consultation with plan attorneys and ensures compliance with plan requirements
  • Researches and provides recommendations and process improvements to policies, procedures, and recommend improvements to policies, procedures, and operational workflows
  • Develops strategies and initiatives to advance Division goals and researches legal and regulatory developments affecting pension benefit administration
  • Leads or collaborates in delivering retirement education workshops, pre-retirement sessions, and New Employee Orientation presentations
  • Serves as liaison to the Maryland State Retirement Agency and maintains required Retirement Counselor certification
  • Validates pension enrollments, employment status changes, salary updates, contributions, and related data in HRIS and PensionGold; participates in system testing and problem resolution
  • Leads the monthly retirement payment process, including reconciliation of entries and resolution of discrepancies with payroll
  • Supports annual audit and actuarial valuation processes by gathering data, resolving errors, and coordinating with internal and external partners
  • Responds to inquiries from employees, retirees, attorneys, and other stakeholders and provides technical guidance to staff
  • Performs related duties as assigned, including essential employee responsibilities during inclement weather or emergency operations
