About The Position

The Senior Regional Manager – Facilities Management / Soft Services is a senior leadership role accountable for the delivery, stabilization, and growth of integrated soft services across a highly distributed, multi-country Defense Sector portfolio. This role establishes the region’s operating strategy and provides ownership of custodial and broader soft-service lines across large strategic facilities and smaller or limited-coverage locations, ensuring consistent service quality, contractual compliance, and client satisfaction during significant account expansion. Working with executive leadership, the position directs short- and long-term financial and mission-critical operational goals, implements processes that support varying business units, produces sustainable growth, and minimizes risk. This senior-level appointment combines hands-on startup leadership with strategic account-level program management—mobilizing new sites, standing up operating platforms, and stabilizing performance while building the governance, financial discipline, client relationships, and growth pipeline needed for long-term portfolio expansion. The successful candidate operates with significant autonomy, represents the organization at senior client levels, and is positioned to assume broader account leadership as the portfolio matures.

Requirements

  • Bachelor’s degree or equivalent progressive operational experience.
  • Progressive experience in multi-site facilities management or soft-services operations, including at least five years in regional, senior, or account-level leadership.
  • Experience leading multi-site startups, transitions, and mobilizations is required.
  • Experience supporting government, defense, aerospace, or other regulated environments, including cross-border U.S./Canada matrix leadership.
  • Advanced operations management, business planning, project management, regulatory compliance, business growth and expansion, and financial and cost control capabilities.
  • Strong financial acumen, including P&L ownership, budget development, labor modeling, cost estimating, and vendor performance management.
  • Working knowledge of soft-services quality systems, safety and chemical-management requirements, CMMS, workforce management, and reporting technology.
  • Executive presence and senior client-facing communication, with the ability to balance strategic account planning and tactical field execution.
  • Strong people-management, coaching, training, talent-development, succession-planning, and matrix-leadership capability.
  • High operational discipline, attention to detail, business and commercial acumen, and a growth-oriented mindset.
  • Calm, structured decision-making in high-pressure environments, with the capacity and ambition to assume broader account leadership over time.

Responsibilities

  • Own regional delivery of integrated soft services, including custodial/janitorial, grounds, waste and recycling, pest control, window and high-level cleaning, mailroom and logistics support, and other occupant-facing FM services.
  • Establish and enforce cleaning standards, frequencies, scopes of work, operating policies, practices, security measures, and quality expectations aligned with industry benchmarks, client specifications, and contractual requirements.
  • Coordinate with hard services, EHS, technical FM, internal stakeholders, and client representatives to deliver seamless integrated facilities management experience across all locations.
  • Oversee operations in regulated and security-sensitive environments, including controlled-area access, escorted work, secure material handling, and adherence to client, government, and internal compliance requirements.
  • Lead startup, transition, mobilization, go-live, hypercare, and stabilization activities for new facilities while maintaining performance across existing locations.
  • Build and execute site-readiness plans covering incumbent staffing, recruiting, onboarding, background screening, badging and access, equipment and technology procurement, chemical and consumable readiness, SDS/chemical conversion, secure storage, and day-one operating routines.
  • Align staffing, organizational design, material efficiency, equipment, technology, and facility requirements with the account business plan and long-term vision; direct post-go-live metrics, escalation routines, sign-off criteria, and baseline-condition documentation.
  • Drive labor planning, work loading, staffing optimization, and subcontractor/vendor coordination across varied facility types.
  • Manage regional P&L performance, budgets, labor models, cost-control initiatives, cost estimates, staffing requirements, and vendor performance; identify and implement processes and technologies that improve the use of resources, materials, and labor.
  • Implement standardized operating procedures, KPIs, SLAs, escalation pathways, quality-audit programs, and communication protocols; use CMMS, workforce management, and reporting platforms to provide data-driven performance reporting to executive leadership and clients.
  • Lead, coach, and develop site managers, supervisors, and regional teams; identify training needs, sustain training across all levels, and build bench strength and succession depth.
  • Serve as the senior client-facing regional leader, managing site, regional, and functional stakeholder relationships and representing the organization in governance meetings and business reviews.
  • Reinforce safety culture, near-miss and good-catch reporting, and frontline recognition across all locations.
  • Prepare the region for service-line and geographic expansion, including grounds, security coordination, logistics support, and minor facility services; partner with business development on pricing, solutioning, and bid-pipeline activity.
