About The Position

The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), is seeking a highly qualified individual to serve as a Senior Public Service Administrator, Opt 4, Field Operations Section (FOS) Manager in the Central Regional Office. The ideal candidate for this position will be organized, detailed, and possess the ability to adapt to change in a collaborative, fast-paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically, and in writing with both internal and external stakeholders. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization related to the environmental field.
  • Requires a valid and current appropriate driver's license.
  • As required by OSHA 29 CFR 1910.120, this position will be required to take (within 90 days of employment) and maintain working knowledge of (8-hour annual refresher) and/or certification to ensure position is up to date with laws, rules and regulations to maintain compliance with IL Department of Labor Occupational Safety Regulations: 24-hour OSHA HAZWOPER training.
  • Requires the ability to travel in performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry-related topics to the job duties.
  • Requires ability to lift equipment up to 50 pounds.
  • Requires ability to operate field water testing and sampling equipment.
  • Requires ability to pass a name-based background check.

Nice To Haves

  • Prefers at least (4) four years of experience in developing and/or implementing water pollution control policies and programs.
  • Prefers at least (4) four years of experience in compliance, enforcement, inspection, or permitting of water pollution control facilities.
  • Prefers at least (4) four years of experience applying State and Federal rules and regulations.
  • Prefers at least (4) four years of experience in communicating with all levels of stakeholders in an organization, both internal and external.
  • Prefers at least (2) years experience supervising personnel.
  • Prefers the ability to analyze data logically and exercise sound judgment in defining and evaluating problems of an operational or procedural nature.
  • Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access and Excel software.

Responsibilities

  • Serves as the Unit Manager of the Bureau of Water (BOW), Division of Water Pollution Control (DWPC), Field Operations Section (FOS) for the Central Region Office.
  • Serves as a full-line supervisor.
  • Directs, plans and implements field inspections in accordance with Agency program commitments to, and in accordance with, U.S. EPA regulations.
  • Actively participates in resolving instances of noncompliance with state or federal laws by providing technical advice and other forms of compliance assistance.
  • Develops and maintains knowledge of Illinois EPA programs and their relationship to FOS programs.
  • Attends training courses and utilizes training resources to develop and maintain technical skill, water pollution control knowledge, and other work-related fields.
  • Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
