About The Position

The Senior Proposal Specialist will analyze customer requirements and propose high-level solutions, define statements of work for internal department estimation, prepare technical proposals, and ensure compliance with customer requirements. This role involves estimating implementation material costs, preparing specifications for potential subcontractors, and managing technical and cost inputs from subcontractors and internal departments. The specialist will present solutions and costs to senior management or customers, guide proposals through the Gate process, and provide technical support to Marketing, including field support with demonstrations and presentations at industry conferences/events. Additionally, the role supports Systems Engineering in the design and implementation of Communications Systems, filling in where needed during lulls in proposal activity.

Requirements

  • Bachelor’s degree in Science or Engineering
  • Minimum 6 years of Bid & Proposal experience (or equivalent), either leading or supporting the Proposal team
  • Experience with naval communication systems is preferable
  • Able to communicate with all levels of management
  • Excellent English writing and presentation skills
  • Knowledge of the English language, other than the French language is necessary due to contractual requirements
  • Experience with internal communication systems and networking, external communication systems (e.g. satcom, radios), and associated software
  • Familiarity with medium to large RFPs, common contractual documents, compliance matrices, and the like
  • Capable of working under pressure with tight deadlines
  • Strong interpersonal skills and works well in as part of a multidisciplinary team
  • Must be eligible for registration with the Controlled Goods Program
  • Must be eligible to obtain and maintain a government of Canada “Reliability” status and Level 2 (Secret) security clearance
  • Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR)
