About The Position

This is a project position funded through June 30th, 2028. This opportunity is internal and available to current HCA employees only. This Senior Project Manager role offers the rare opportunity to shape statewide healthcare policy, directly manage a multibillion-dollar federal initiative (MTP 2.0), and drive meaningful improvements in health equity and services. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. The Strategy, Policy, and Innovation division (SPI) of HCA is statutorily directed to study all state-purchased health care, alternative health care delivery systems and strategies for the procurement of health services, and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. SPI serves as the focal point for coordinating the agency’s strategy, affordability, and health policy efforts. The division is structured to provide expert direction, consultation, and support for these activities. SPI is responsible for driving policy design, development and implementation of health reform, and health transformation activities and program development and refinements for all programs. This position is responsible for directing and managing 1115 waiver demonstration projects that require multiple agencies and cross-agency coordination on elements that may affect all aspects of HCA’s business, including staff, IT development, business processes, statewide policy development, implementation, service delivery, and operational support. Various waiver projects will range in scope of size (including breadth of stakeholders), impact, and risk. This position is eligible to telework but is frequently required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Requirements

  • Completion of a Project Management Professional (PMP) certificate.
  • Bachelor’s degree AND Five (5) years of hands-on experience managing projects in a wide range of subject areas (such as IT, facilities, service delivery, operational support, or organizational change).
  • OR Nine (9) years of experience in the related fields.
  • The ability to take action to learn and grow.

Responsibilities

  • Utilizes advanced management skills and principles, organizational leadership skills and understanding of HCA’s business and technical concepts to ensure timelines and deliverables are achieved, issues are documented and resolved, and risks associated with projects mitigated.
  • Works and coordinates directly with internal and external stakeholders, senior management, advisory committees, steering committees, executive sponsors, project teams, other state agencies, and project portfolio management staff.
  • Develops, implements, and maintains project management plans and planning documents utilizing standard best practice project management processes, tools, and templates.
  • Creates the Work Breakdown Structure (WBS) for the project which contains detailed activities, tasks, task dependencies, work effort and deliverables for the project.
  • Based on documented WBS and staffing levels, sets, maintains and manages the project schedule.
  • Actively manages issues and risks.
  • Provides leadership in the identification, documentation and resolution of project issues and risks.
  • Responsible for ensuring all requested changes are documented, assessed, and follow the defined change management processes.
