About The Position

Under administrative direction of the Community Development Director, oversees and manages current and advanced planning projects and staff as needed. This includes the preparation of long-range community development plans and reporting documents with regional, state and federal agencies. This position is expected to oversee and manage compliance with the California Environmental Quality Act (CEQA). This is a middle management position in the Planning Division. This position performs a wide variety of professional planning duties. This position has the majority of their interaction with the Community Development Director, developers, other City employees and the public.

Requirements

  • Four (4) years of increasingly responsible professional level planning experience including one (1) year at a lead or supervisory level or an equivalent of 5 years experience as an Associate Planner.
  • Bachelor’s Degree from an accredited college or university with major coursework in planning, public or business administration or a related field.
  • Knowledge of principles and practices of urban planning and development.
  • Knowledge of methods and techniques of effective technical report preparation and presentation.
  • Knowledge of research methods and sources of information related to urban growth and development.
  • Knowledge of recent developments, current literature, and sources of information related to municipal planning and administration.
  • Knowledge of architectural, landscape and urban design planning concepts.
  • Knowledge of pertinent Federal, State and local laws, regulations, codes and ordinances including plans, zoning, land subdivision and environmental law.
  • Knowledge of public relations and customer service methods and techniques.
  • Knowledge of principles and practices of personnel management, including training, supervision and performance evaluation.
  • Knowledge of modern office methods, practices, procedures, and equipment including computers.
  • Ability to research, analyze and interpret complex codes, ordinances and policies.
  • Ability to ensure project compliance with Federal, State, and local rules, laws, and regulations.
  • Ability to interpret and apply pertinent laws, rules and regulations.
  • Ability to prepare and analyze technical and administrative reports, statements, and correspondence.
  • Ability to read and interpret design plans.
  • Ability to plan, organize, and coordinate the work of lower-level staff; delegate authority and responsibility; supervise, train and evaluate staff.
  • Ability to analyze problems, identify alternative solutions and consequences of proposed actions.
  • Ability to prepare and administer budgets and ensure fiscal controls.
  • Ability to interpret and apply applicable federal, state and local policies, laws, rules and regulations.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with other City departments and those contacted in the course of work.
  • Ability to establish and maintain cooperative working relationships with those contacted in the course of work, including City staff and the public.
  • Ability to maintain physical condition, audio-visual discrimination and perception, and mental capacity appropriate to the working conditions and the performance of assigned duties and responsibilities.

Nice To Haves

  • American Institute of Certified Planners Certification is desirable.

Responsibilities

  • Prepares, updates and writes documents for current and long-range City planning.
  • Coordinates special studies for background support of the General Plan; interacts with local, state and federal jurisdictions and agencies for development of current and long- range plans.
  • Reviews sections and maps prepared by planning staff and revises or directs revisions; writes and reviews staff reports on current planning projects and provides input and direction on project reviews.
  • Coordinates agenda preparation and reports for public hearings.
  • Attends public meetings and hearings.
  • Coordinates meetings on assigned planning projects.
  • Provides customer service and technical assistance at the Planning counter and responds to inquiries.
  • Reviews environmental impact reports, prepares environmental documents and manages environmental assessments.
  • Creates and oversees the preparation of staff reports to City Council and Planning Commission.
  • Meets with and makes presentations to Planning Commission and City Council on Planning related topics.
  • Performs other related duties as assigned.
