About The Position

Directs complex enterprise transformation initiatives and project activities for the Bureau of Health Services Financing, including Medicaid, SNAP, FITAP, and KCSP programs, establishing executive governance, schedule management, task tracking, and enterprise-wide risk mitigation. Designs and maintains comprehensive project portfolios, integrating organizational change management plans, status reports, executive briefing documents, action logs, and strategic stakeholder communication frameworks. Facilitates high-level strategic alignment sessions with executive sponsors, SMEs, internal cross-functional teams, and contracted vendors to drive organizational readiness, accountability, and timely decision-making. Applies performance consulting principles to monitor project outcomes against scope, timeline, and quality standards, proactively identifying adoption barriers and developing targeted mitigation strategies to ensure successful sustainment. Serves as the principal advisor to the Medicaid Deputy Directors and Economic Independence section chiefs on national eligibility policy trends, organizational change strategies, and executive stakeholder engagement. Partners with Deputy Directors and Section Chiefs to establish a strategic roadmap of critical projects necessary for ongoing workforce enablement, continuous improvement, issue mitigation, and the modernization of each division consistent with the One Door initiative. Manages the full lifecycle of critical modernization projects from discovery and organizational assessment through design, implementation, and workforce readiness leveraging allocated resources to prepare initiatives for seamless hand-off to program staff. Collaborates with contractors to assist Deputy Directors and Section Chiefs in overseeing contracted services, utilizing data-driven insights, stakeholder feedback, and operational metrics to manage reporting and ad hoc deliverables. Represents Deputy Directors and Section Chiefs in executive working groups, task forces, and stakeholder engagement initiatives, spearheading the development, adoption, and rollout of new or modified plans for the Medicaid, SNAP, FITAP, and KCSP programs. Acts as the primary subject matter expert in healthcare project operations and organizational change, providing technical leadership for new initiatives, Medicaid special projects, and workforce capability enablement. Produces operational data, stakeholder assessments, and policy research to draft legislative audit responses, briefing documents, whitepapers, talking points, and other complex research projects for executive leadership. Performs advanced research on healthcare policies, workflow optimization, and program opportunities to expand organizational effectiveness and improve Medicaid operational activities. Other tasks as assigned.

Requirements

  • Bachelor’s degree.
  • Minimum 8 years professional experience leading complex projects, enterprise initiatives, or multi-agency programs.
  • Minimum 8 years professional experience in healthcare operations, performance consulting, organizational change management, or workforce development.
  • Minimum 3 years professional experience developing and executing comprehensive project plans, stakeholder engagement strategies, risk mitigation strategies, and organizational change initiatives.
  • Advanced proficiency in Microsoft Office, including Outlook, Word, and Excel.

Nice To Haves

  • Advanced degree in healthcare administration, public health, business administration, or relevant field.
  • Minimum 10 years professional experience leading complex projects, enterprise initiatives, or multi-agency programs.

  • Relevant industry certifications (PMP, Prosci CCP, CSM, or equivalent).
