Requirements

  • Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Serves as the primary contract and lease manager for OAAS, providing technical guidance on contract, RFP, and lease development, amendments, renewals, and related requirements.
  • Provides training and consultation to program staff on applicable contract laws, regulations, policies, procedures, and the state procurement process.
  • Maintains and monitors contract and RFP information in LaGov and the agency contract tracker, identifying delays or issues and coordinating with program staff, vendors, Legal, and the Office of State Procurement.
  • Coordinates statewide lease activities, including preparing and reviewing lease documentation, processing renewals and cancellations, maintaining lease records, and serving as a liaison with LDH and state facility management offices.
  • Monitors leased facilities and coordinates with safety liaisons, lessors, and risk management personnel to address maintenance, safety concerns, and potential hazards.
  • Prepares weekly and monthly revenue and expenditure projections and reports for contracts and leases, utilizing LaGov data to support management decision-making and budget planning.
  • Reviews contract and lease invoices for accuracy, ensures required documentation is complete, and coordinates payment processing while identifying and reporting errors or corrective actions as needed.
