The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Requirements

  • Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Supervising the core licensing, certification, compliance, and regulatory functions, which are legally required to maintain the integrity of the state’s EMS system.
  • Ensuring EMS Commission facilitation and due process by supplying the EMS Commission with the necessary information to make critical scope of practice and disciplinary decisions by conducting panel review hearings, communicating directly with respondents, and preparing evidentiary documents for formal hearings.
  • Performing case management and adjudication by drafting written decisions detailing facts, legal justifications, applicable law, and outcomes; compiling, presenting and processing cases for the review panel and formal and informal hearings; updating respondent statuses and case documents in the Information Management System and reporting decisions to the required national reporting agencies.
  • Processing criminal history reports and disclosures by overseeing and processing EMS Clinician applicants with criminal disclosures or non-disclosures utilizing the pre-established guidelines; ensuring full Criminal Justice Information Services (CJIS) compliance for the office staff and Commission; and following up on Louisiana State Police reports of criminal activity of EMS Clinicians.
  • Planning and conducting EMS Commission meetings by managing all pre- and post-meeting logistics for the EMS Commission; sending certified mail and secured email notices to individuals 30 days prior to the date of the formal hearing; determining meeting quorums, compiling documentation, and publishing final agendas and approved minutes to the appropriate state website in accordance with open meetings laws.
  • Maintaining confidential and outdated materials under strict security until scheduled destruction and conducting quality reviews on past disciplinary actions with ongoing penalties and fines and updating clinician accounts accordingly.
  • Supporting emergency preparedness and response efforts by participating in emergency response and preparedness activities, maintaining required training and performing assigned emergency preparedness and response responsibilities.
  • Compiling the required legislative reports according to the legislated timelines.
