About The Position

Alberta Infrastructure is responsible for delivering about one quarter of the Alberta government’s Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development. The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

Requirements

  • University graduation in Architecture, Engineering or related discipline (equivalencies considered)
  • Six (6) years of directly related experience
  • Effective communication skills (verbal, non-verbal and written)
  • Effective interpersonal and project management skills
  • Proven skills in problem solving, decision making, conflict resolution and mediation
  • Political knowledge to work with senior management in municipal and provincial governments, and understands the political world related to communications strategies and approval processes

Nice To Haves

  • Membership in AAA, APEGGA or PMI (ie. PMP certified).
  • Experience in project management of major healthcare / institutional facilities.
  • Experience in building design and construction including a related professional degree with six (6) years of senior level project management, contract management, and managing interdisciplinary teams and resources experience
  • In depth knowledge of all stages of the project delivery process for his/her team including determining project scope, schedule and budget; obtaining relevant approvals; managing and directing project design and construction implementation processes; and monitoring cash flows and financial reports.

Responsibilities

  • Has the overall responsibility and accountability for the delivery of safe, functional, high quality cost effective, sustainable facilities that meet the program ministries and Alberta Infrastructure technical requirements.
  • Is the “go-to” person for all issues/challenges related to the large projects they manage.
  • Works closely with Infrastructure Project Managers and Project Co-ordinators as well as with representatives from health sector ministries and health service providers throughout all aspects of a project, from inception to the end of warranty period.
  • Responsible for design, procurement, construction, commissioning, and warranty management of approved health facility projects and ensuring they align with Infrastructure requirements.
  • Works closely with the project team throughout all aspects of a project, from inception to the end of the warranty, including the planning and prioritization of all projects.
  • Works closely with stakeholders to develop the project requirements with clients.
  • Co-ordinates the activities of in-house team members, private-sector consultant, and contractors to ensure the project scope, time, cost, and quality objectives are met.
  • Ensures all phases of the project activities comply with Government and Ministry legislation, policies and guidelines, and standards and procedures.
  • Leads and manages capital projects by ensuring project scope is well defined, accurately reflecting the program ministries requirements and infrastructure that will be required to support these requirements.
  • Ensures roles and responsibilities are well understood by all staff and stakeholders.
  • Ensures contracted professionals are procured in accordance with the standards and guidelines established by the consultant selection process.
  • Ensures the project planning and design process is well managed so that client ministry is satisfied that their needs have been documented appropriately, and the Senior Project Manager is satisfied that the drawings are complete, accurate, and the project meets the budget parameters.
  • Ensures the procurement selection is the best way to meet the program ministries and AIT requirements for a quality facility delivered on time and on budget.
  • Monitors construction to ensure that the facility meets the requirements of the contract documents.
  • Ensures all project expenditures, contractual commitments and contract changes, are well documented and controlled and approved within established guidelines.
