About The Position

Noblis is seeking a Senior Project Manager to provide programmatic and analytical support to the Office of University Programs (OUP) within the Department of Homeland Security’s (DHS) Science & Technology Directorate (S&T). OUP connects the nation's colleges and universities with homeland security challenges, focusing on emerging trends and research through the DHS Centers of Excellence (COE) Program. This high-visibility role involves managing the full COE lifecycle, from market research and competition management to monitoring progress and supporting technology transfer. The position requires distilling complex concepts for non-technical managers and applying project management principles to drive informed decision-making. The successful candidate will manage competing priorities effectively in a matrixed environment.

Requirements

  • Advanced Degree or such equivalent credits/certifications with 5 years of relevant experience or 10 years of relevant experience.
  • Eligibility to obtain a Secret Clearance and DHS Suitability determination.
  • Excellent communication, collaboration, and presentation skills with proven results-oriented problem-solving skills.
  • Demonstrated expertise in portfolio, program, and project management and analytical support on research and development contracts.
  • Comprehensive knowledge of federal acquisition and procurement processes, including assisted acquisitions, contract types, and grants/cooperative agreements.
  • Experience working with university or academic institution Centers of Excellence programs.

  • Project Management Professional certification, Agile ScrumMaster/Project Owner certification, or demonstrated experience in program management.
  • Experience supporting DoD and/or DHS components (e.g., TSA, CBP, USCG, ICE, CISA, FEMA).
  • Proficiency with Microsoft Office (especially PowerPoint, Excel, and Project).
  • Active Secret clearance (or above) and current DHS Suitability strongly preferred.

Responsibilities

  • Developing and administering grants, including assembling acquisition documents for purchase request packages; developing solicitation materials such as statements of work and independent cost estimates, administering source selection reviews, and assessing technical solutions.
  • Conducting market research and composing meaningful, comprehensive market research reports.
  • Supporting technology transition and commercialization efforts, including coordinating with operational customers and identifying pathways to market for COE-developed solutions.
  • Communicating with stakeholders and government service providers to promote program opportunities and facilitate coordination; preparing project briefs, reports, and audience-specific materials.
  • Representing the program at meetings, workshops, conferences, and program reviews, providing programmatic and technical review, recording meeting minutes, and contributing to the program management dialogue with performers.
  • Working closely with COE leadership to oversee the development and execution of annually approved research and education workplans, ensuring they meet DHS requirements, align strategically with homeland security mission needs, and support engagement with relevant stakeholders.
  • Managing responses to S&T Executive Secretariat data calls, compiling information, and preparing materials for senior leadership reporting.
  • Performing portfolio, program, project planning and control including tracking technical and fiscal performance, schedules, and government-assigned action items; creating funding and budget documents; preparing project plans and milestones, status reports, and monitoring the execution of the tasks for quality and against planned timelines.
  • Monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial objectives are met and to identify program risks.
