About The Position

AECOM is seeking a Senior Project Manager – Owner's Representative / Owner Advisor (Progressive Design-Build) to support the delivery of large-scale public infrastructure and facilities programs in the Los Angeles area. This role offers an exciting opportunity to serve as a trusted advisor to public sector clients, guiding complex capital projects from early planning and procurement through design, construction, commissioning, and project closeout. The successful candidate will bring strong experience managing large, complex capital projects within a public agency environment and will play a key role in representing owner interests throughout the project lifecycle. This position requires expertise in Progressive Design-Build delivery, stakeholder coordination, project controls, risk management, multidisciplinary team leadership and Southern California public sector project experience. Experience managing public campus development, industrial facilities, utility operations centers, maintenance facilities, fleet yards, administrative buildings, or mission-critical projects is highly desirable. The ideal candidate will have a proven track record delivering large, complex capital programs and possess the ability to navigate the unique challenges of public sector project execution.

Requirements

  • Bachelor's degree in Construction Management, Engineering, Architecture, or related discipline and 8+ years of project management experience supporting vertical construction projects or demonstrated equivalency of experience and/or education.
  • U.S. citizenship required.

Nice To Haves

  • 12+ years of experience managing large-scale vertical construction projects within public sector, utility, infrastructure, or institutional environments.
  • Demonstrated experience serving as an Owner's Representative, Owner Advisor, Program Manager, or Project Manager on Progressive Design-Build or Design-Build projects.
  • Experience delivering a major capital project with construction value exceeding $250 million.
  • Strong understanding of public agency capital project delivery, governance processes, procurement requirements, and stakeholder management.
  • Experience managing projects from planning and design through construction, commissioning, and facility turnover, and leading multidisciplinary teams across engineering, architecture, construction, and program management disciplines
  • Experience managing complex public campus development, industrial facilities, utility operations centers, maintenance facilities, fleet yards, administrative buildings, or mission-critical projects.
  • DBIA certification, Project Management Professional (PMP), Certified Construction Manager (CCM), Professional Engineer (PE), or other relevant professional certification.
  • Exceptional communication, leadership, negotiation, and client relationship management skills.
  • Experience supporting large municipal or public works agencies is highly desirable.

Responsibilities

  • Serve as the Owner's Representative and trusted advisor on large public capital projects utilizing Progressive Design-Build delivery methods.
  • Manage projects through all phases of development including planning, programming, procurement, design, construction, commissioning, occupancy, and project closeout.
  • Provide strategic oversight throughout project execution to ensure alignment with client objectives, schedule, budget, quality, and operational requirements.
  • Coordinate with owners, design-build teams, contractors, consultants, utility stakeholders, and regulatory agencies to facilitate project delivery.
  • Lead project governance activities including stakeholder engagement, executive reporting, risk management, issue resolution, and decision support.
  • Review design development, cost estimates, schedules, value engineering initiatives, and constructability considerations on behalf of the owner.
  • Monitor project controls, change management processes, budget performance, and schedule adherence throughout the project lifecycle.
  • Support public procurement and contracting activities including design-build entity RFQP preparation, selection processes, contract administration, and negotiation support.
  • Facilitate collaboration between technical, operational, and executive stakeholders to achieve successful project outcomes.
  • Identify project risks and develop mitigation strategies to support effective delivery of complex public works programs.
  • Ensure compliance with applicable public agency policies, regulations, standards, and reporting requirements.
  • Mentor project team members and contribute to the continued growth of AECOM's program management practice through business development efforts and industry organization participation as needed.
