About The Position

Our client is seeking a Grants Management Contractor and Implementation PM to provide guidance and hands-on support in the design and implementation of grant management systems and business processes, industry best practices and software solutions. This role will provide strong expertise and guidance to support DRPT in implementing a pilot Grant Management platform with the aim of migrating all grant activity into the new platform early next calendar year. The position requires serving as a subject matter expert in grant management practices and federal uniform guidance standards, working with dedicated SMEs to assess current work processes, and illustrating how to best integrate those processes into the software platform. The role involves developing and implementing processes within grants management software, assessing and advising the agency on common/best practices for grant applications, review, contract agreements, paying grantee invoices, grant accounting and reporting, monitoring grant expenditures, and the grant close-out/de-programming process. Collaboration with DRPT staff and system vendors to improve workflows and processes is key, as is developing materials to support system changes, policy and procedures changes, and training. Documentation of decision points, obtaining approvals, and updating policies and procedures are also responsibilities. The role requires providing weekly status updates and communicating issues and/or risks.

Requirements

  • Expertise in grants management process life cycle - Required (10 years)
  • Extensive experience implementing and managing enterprise-grade grants management software - Required (10 years)
  • Experience working in or with public sector/government (local, state, or federal) - Required (5 years)
  • Experience in grant accounting, budgeting, and reporting - Required (10 years)
  • Detailed experience in process improvement, change management, and project management - Required (15 years)
  • Capacity to apply industry best practices impacting policies and procedures - Required (10 years)
  • Demonstrated ability to rapidly adapt to new systems and procedures - Required (10 years)
  • Self-motivated, detail-oriented professional - Required (10 years)
  • Strong oral and written communication skills - Required (15 years)

Nice To Haves

  • Experience with WebGrants, Salesforce, or similar grants management applications - Desired (5 years)
  • Knowledge of Virginia-specific platforms (e.g., Cardinal) and procurement requirements - Desired (5 years)

Responsibilities

  • Provide strong expertise and guidance in order to support DRPT in implementing a pilot Grant Management platform with the aim of migrating all grant activity into the new platform early next calendar year
  • Serve as a subject matter expert in grant management practices and federal uniform guidance standards.
  • Work with dedicated SMEs to assess current work processes as it relates to the entire grant life cycle and illustrate how to best integrate those processes into the software platform
  • Develop and implement processes within grants management software.
  • Assess and advise the agency on common/best practices and identify operation efficiencies as it relates to grant applications, review and contract agreements.
  • Assess and advise the agency on common/best practices as it relates to paying grantee invoices (claims), grant accounting and reporting and how to best capture these practices using software platforms
  • Assess and advise the agency on monitoring grant expenditures (including identifying inactivity), and the grant close-out/de-programming process.
  • Work closely with DRPT staff and system vendors to improve workflows and processes.
  • Develop materials to support system changes, policy and procedure changes, training, etc. (including developing process workflow diagrams and field dictionaries)
  • Document all decision points and obtain approvals
  • Update and/or provide oversight with developing policies and procedures on revised workflows.
  • Provide weekly status updates and communicate issues and/or risks identified.
