About The Position

This role supports the Youth Custody Service (YCS) in managing the PAVA Monitoring and Oversight Board, implementing the Trowler Review recommendations, and supporting work on the Feltham A Improvement Plan. The Senior Programme Manager designs, implements, and manages the programme on behalf of the Senior Responsible Owner (SRO), engaging with senior stakeholders across government and the Ministry of Justice (MoJ), including Cabinet Office, HM Treasury, MoJ and HMPPS ministers, permanent secretaries, directors, deputy directors, and senior managers across professional disciplines. The role develops decisions and plans for the programme’s full lifecycle, delivers new capabilities, and establishes governance. The post leads programme management practice across HMPPS and MoJ by developing capability and capturing and transferring learning. It supports existing projects in applying current programme and project management approaches and helps new projects get underway effectively. The role requires expertise in programme methodologies and managing complex programmes to time and budget, including establishing programme structures and leading complex teams that may include suppliers and people from different organisations and cultures. The post holder works with senior HMPPS and MoJ stakeholders to design, agree, and operate suitable governance arrangements, and ensures the programme and its projects receive appropriate external scrutiny at key points. The role reports to the Deputy Director of Operations in YCS. The role is advertised nationally and may be based at an MoJ office location. Hybrid working may be available where business needs allow; it can combine work from a base location, other MoJ sites, and home, but the role must be worked in the UK. Standard full-time hours are 37 per week, excluding unpaid breaks. Flexible working patterns may be considered where they meet business needs.
