About The Position

The City of Anaheim Community Services Department is seeking a Part Time Senior Program Specialist to provide support to the Older Adult Program. The Part Time Senior Program Specialist plans, coordinates, and implements citywide programs, services, and special events for the senior population. This position will help coordinate and monitor the day-to-day program operations, including the scheduling of educational classes and recreation programs, provide program information and community resources to seniors, plan and implement special events, and assist with the coordination and management of the nutrition and transportation programs. This position will lend support to develop and distribute program marketing materials, assist in maintaining web-based program information, and research and compile social service and community resources for seniors. Additional responsibilities include assisting with preparing and maintaining program records, completing reports, performing a variety of technical, clerical support and lead worker functions, assisting with coordination and directing the work of staff and volunteers, assist in setting up facility spaces for programs and special events, including tables, chairs and other equipment necessary for implementation of scheduled programs and special events, perform administrative duties related to the assignment, and perform related work as required. Bilingual in English/Spanish is highly desirable.

Requirements

  • Two (2) years journey level experience related to the recreational program to which assigned, including supervision of employees and volunteers.
  • Experience in employee and volunteer supervision and recreation/community facility management and oversight.
  • Knowledge of principles, practices, and service delivery needs related to the program area(s) to which assigned.
  • Knowledge of procedures for overseeing; planning, implementing, and maintaining a variety of recreation and leisure activities and programs, recreational, cultural, age-specific, and social needs of the community.
  • Knowledge of applicable Federal, State, and local laws, regulations, codes, and guidelines related to the program area and facilities to which assigned.
  • Knowledge of recreation site management and oversight; safety principles and practices, including basic first aid and adult and/or child cardiopulmonary resuscitation (CPR) methods.
  • Knowledge of applicable safety precautions and procedures related to the program area(s) and facilities to which assigned.
  • Knowledge of principles and practices of basic public relations techniques.
  • Knowledge of principles and procedures of record keeping, cash handling, and report preparation; business arithmetic and statistical techniques.
  • Knowledge of modern office practices, methods, computer equipment and computer applications, including CivicPlus or active software.
  • Knowledge of English usage, spelling, vocabulary, grammar, and punctuation.
  • Knowledge of techniques for effectively dealing with individuals of various ages, various socio-economic and ethnic groups, and effectively representing the City in contact with the public.
  • Knowledge of techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and City staff.
  • Ability to plan, oversee, implement, and coordinate assigned recreation program operations and activities, as well as staff, contractors, and volunteers; plan and prepare recreation activities, reports, and other related program materials.
  • Ability to monitor program budget revenue and expenditures; understand the organization and operation of recreation programs and facilities necessary to assume assigned responsibilities.
  • Ability to interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations.
  • Ability to work independently while supervising facilities and user groups; understand, interpret, and apply facility use policies and procedures; provide courteous assistance to facility patrons.

  • Knowledge of safety principals and practices (First Aid and CPR) and facility safety precautions/procedures.
  • Ability to handle rescues, medical emergencies, and injuries in a calm and effective manner, including providing basic first aid and adult and/or child cardiopulmonary resuscitation (CPR).
  • Ability to maintain facilities and equipment in a clean, safe, and secure manner; operate the Department's program registration and facility software system.
  • Ability to operate modern office equipment including computer equipment and software programs; maintain accurate logs, records, and written records of work performed.
  • The ability to communicate effectively both orally and in writing and be able to maintain effective working relationships with others.
  • Ability to use English effectively to communicate in person, over the telephone, and in writing.
  • Ability to use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
  • Possession of a valid California Driver's License by date of appointment.
  • Possession of a current (less than two years) tuberculosis clearance slip by date of appointment.
  • Fingerprinting at the time of hire is a state-mandated requirement for all employees having direct contact with minors.

  • Assists in the coordination of special events; arranges for staffing of special events booths and deliveries of publicity materials.
  • Responds to maintenance, safety, and operational emergencies whenever the facility is open/after hours.
  • Provides assistance in resolving facility use conflicts and gaining cooperation of user groups/individuals in following policies and procedures.
  • Provides program information to the public over the telephone, at the front counter, as well as through the mail and e-mail.
  • Responds to citizen's requests and complaints; follows up and provides solutions to citizen problems.
  • Maintains a safe and confidential work environment for clients.
  • Provides information, referral, and assessments; coordinates emergency assistance, and senior wheels transportation program.
  • Assists with special events and fundraisers; develops and distributes program publicity; serves as liaison to community committees.
  • Recruits and conducts orientations for new instructors; supervises and coordinates annual instructor evaluation process; prepares instructor payments and miscellaneous reports.
  • Creates advertising contact and mailing list for newspapers, cable, radio, internet; coordinates marketing information and sends out regularly scheduled new release packets; creates fliers, forms, letters, activity guide copy, and writes press releases.
  • Enters course and instructor information into Department's program and facility software system; reserves facilities and processes registrations as needed; cancels courses in CivicPlus and notifies patrons and community center staff of course cancellations; processes refunds and Anaheim Community Foundation scholarship applications.
  • Prepares community center calendars for scheduling of the proposed upcoming session of recreation classes.
  • Serves as a liaison between the City and cable company in updating Channel 3 Slides; assists in the maintenance and updating of the Division's website.
  • Assists in producing fundraising materials such as letters, lists, proposals, and brochures; assists in the management of fundraising records; contacts prospects by phone or written correspondence to seek donations.
  • Maintains communication with supervisor, maintains records and prepares reports.
  • Maintains positive working relationships with co-workers, other departments, and outside agencies.
  • Maintains a high level of customer service, courtesy, and professionalism for all public contacts.
  • Communicates effectively with the public and with co-workers.
