About The Position

This position is awaiting contract award. We are seeking a high-caliber Senior Program / Project / Management Analyst designated as Key Personnel to drive strategic program analysis, technical development tracking, and acquisition planning for the H-53 variants program at NAS Patuxent River. In this critical, high-visibility role, you will lead the management and oversight of major weapon systems and component development. You will apply advanced analytical techniques, track development schedules, and engineer essential procurement artifacts to directly ensure the successful acquisition and lifecycle evolution of heavy-lift naval aviation assets.

Requirements

  • Must possess or be able to obtain a Department of Defense (DoD) Secret Security Clearance to access the airfield and military installation.
  • Master of Arts (MA) or Master of Science (MS) degree from an accredited institution.
  • Over 10 years of progressive experience in program analysis, defense acquisition, or project management performing the functional duties described above.
  • Elite technical writing capabilities, high proficiency with data management and schedule tracking suites (e.g., Excel, MS Project), and the executive presence required to collaborate directly with senior civilian and military stakeholders.

Nice To Haves

  • 5+ years of demonstrated experience in DoD program management, technical analysis, and/or business analysis.
  • Advanced-level proficiency and understanding of major weapon systems architectures and component development lifecycles.
  • Proven, hands-on experience managing and generating programmatic artifacts utilizing PMT, CSPT, PIDs, SOWs, and formal budget exhibits.

Responsibilities

  • Architect and manage vital defense procurement documentation, including Statements of Work / Performance Work Statements (SOW/PWS), Procurement Initiation Documents (PIDs), and Contract Data Requirements Lists (CDRLs).
  • Utilize specialized NAVAIR and defense tracking software—specifically the Program Management Tool (PMT)—to monitor milestone velocity, log program metrics, and track action items.
  • Leverage a deep, advanced-level understanding of major weapon systems and component development to analyze technical performance, track development schedules, and identify engineering alignment risks.
  • Formulate and review complex budget exhibits, tracking program statuses and schedules to ensure resource allocation aligns seamlessly with overarching acquisition goals.
  • Apply qualitative and quantitative analytic techniques, including Common Spend Plan Tool (CSPT) utilities, to evaluate project objectives, analyze requirements, and perform rigorous business case analyses.
  • Enforce and optimize government-instituted processes for configuration change control management, official milestone documentation routing, and secure technical data management lifecycle procedures.
