Reporting to the Deputy Director for Resettlement and Integration Services, the Senior Program Officer for Employment Services is responsible for managing the compliance activities of employment programming in accordance with the Office of Refugee Resettlement (ORR) funded Matching Grant program, Global Refuge and other funders, as assigned. The Senior Program Officer will expand employment services initiatives that will put Global Refuge at the forefront of refugee employment integration and economic empowerment. The Senior Program Officer will oversee the development and implementation of monitoring, training and technical assistance to ensure provision of timely and quality services to refugees and immigrants. The Senior Program Officer will supervise a team of Program Officers. Requirements

  • Undergraduate degree in social work, social sciences, non-profit management or related field in combination with a minimum of 3-5 years of relevant experience and supervisory experience.
  • Experience conducting site monitoring and developing monitoring tools and protocols.
  • Experience working in a local resettlement office or a national office of a resettlement agency required; prior experience with Matching Grant and/or employments programs is strongly preferred.
  • Excellent writing and editing skills.
  • Experience working with refugees, immigrants or limited English speakers.
  • Experience in interpreting contract compliance and providing training and technical assistance to service providers and staff.
  • Strong interpersonal skills with ability to establish effective relationships with colleagues and partners.
  • Outstanding organizational skills and ability to manage multiple projects simultaneously with attention to details.
  • Proficiency in Microsoft Office applications, knowledge in database management and other computer applications.
  • Deep commitment to Global Refuge's core values and ability to model those values in relationships with colleagues and partners.
  • Experience with and commitment to working in a diverse workforce.
  • Ability and willingness to travel 20% of time.

Responsibilities

  • Drives the strategic growth of Global Refuge's employment services efforts for the affiliate network.
  • Maintain up to date and detailed knowledge of program requirements.
  • Develop and maintain data, information, and analysis on program outcomes and trends.
  • Create and maintain effective tools and resources for distribution to the Global Refuge network.
  • Design and provide quality network-wide training and technical assistance around various topics to include changes to the Matching Grant guidelines, updated practices and procedures and ways to manage Matching Grant match requirements.
  • Provide supervision and programmatic guidance to direct reports.
  • Manage the monitoring schedule for site monitoring visits and desk audits.
  • Review site monitoring reports and desk audit reports compiled by direct reports.
  • Provide support during the ORR monitoring of affiliates, including site preparation, review of pre-monitoring questionnaires, and responses to ORR monitoring reports.
  • Identify and report on monitoring and program trends to gather an overall understanding and assessment of the resettlement environment, identify areas of strength, best practices, and challenges, and to inform network training and technical assistance needs.
  • Develops new program proposals for the growth of Global Refuge's employment work and engages both Business Development and Communications units for recruitment and advertisement of Preferred Refugee Employer Growth.
  • Coordinate with RCUSA partners to ensure consistency in program service delivery.
  • Other duties to support Global Refuge departments, as assigned by supervisor.
