About The Position

This position is located in the Department of Compact Operations, Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-13, MCC uses a pay-band system to compensate employees. This position is pay band 4A which is generally equal to GS-13. The position title on this vacancy announcement has been amended to Senior Program Officer (Budget Liaison). No other change occurred.

Requirements

  • Must be able to obtain and maintain a federal security clearance
  • Qualifying experience for Pay Band 4A includes one year of specialized experience (comparable to the Pay Band 4B or GS-12 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
  • Providing financial management and strategic reporting to formulate and monitor annual budget submissions and divisional funding needs
  • Serving as liaison between program division/office and budget staff
  • Reconciling internal department/division monthly ledgers/budgets
  • Experience with financial reporting systems
  • Analyzing financial data, identifying discrepancies, and recommending solutions
  • Communicating, verbally and in writing, in order to present analyses and reports, presentations, proposals and recommendations.
  • Males born after 12/31/1959 must be registered for the Selective Service.

Responsibilities

  • Provide financial management and strategic reporting to support divisional operations.
  • Work with divisions to formulate annual budget submissions and continuously monitor divisional funding needs to ensure fiscal health.
  • Track contract balances alongside historical, current, and projected expenditures across office, program, and performer levels.
  • Generate milestone status reports and deliver strategic presentations tailored for colleagues, subordinates, and end-users.
  • Serve as liaison between DCO divisions and budget staff.
  • Implement MCC/DCO government policies and procedures accounting principles, across multiple accounting systems.
  • Post, balance, monitor, and reconcile internal department/division monthly ledgers, budgets, and financial reporting system reports; prepare drafts of budget planning documents.
  • Track past, current, and future expenditures at varying levels (office, program, performer).
  • Provide support to annual budget submissions.
  • Develop and track program level travel budget and expenditures.
  • Prepare/review MS PowerPoint presentations.
  • Represent DCO in budget meetings.
  • Facilitate regular meetings with program offices to maintain status of current and future activities.
  • Perform related duties as assigned.
