About The Position

This position is in the Domestic and International Security (DIS) Division within the Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-13, MCC uses a pay-band system to compensate employees. This position is pay band 4A which is generally equal to GS-13. As a Security Specialist you will be responsible for planning, coordinating, implementing, evaluating, and improving assigned elements of MCC's security program. You will perform a broad range of security administration functions involving personal and physical security, access control and credentialing, security risk management, international security, foreign travel security, emergency preparedness, continuity support, and related security activities. You will also provide expert technical security advice and guidance, conduct complex security analyses and assessments, identify security vulnerabilities and program deficiencies, and develop risk-based recommendations to protect personnel, information, facilities, operations, and program domestically and overseas. Advise senior leadership on domestic and international threats, security policies, and operational requirements. Develops risk-based mitigation measures supporting programs and personnel. Perform assigned position sensitivity, applicant suitability, credentialing and access control activities, including issuance, tracking, modification, deactivation, testing, and resolution of access related security issues. Conduct threat, vulnerability, physical security, and operational security assessments as part of a team. Reviews U.S. Government, host-country, and commercial intelligence to identify security risks and develop corresponding mitigation strategies. Participates in briefings, interagency meetings, working groups, and information exchanges to enhance threat awareness. Serves as security representative and technical point of contact with internal offices, government agencies, foreign partners, and contracted security providers on issues impacting overseas security mission. Perform assigned international security functions supporting personnel, program, and operations overseas. Conducts threat, vulnerability, risk, physical security, and operational security assessments, including participate in overseas security assessment teams. Provides security expertise and program support for emergency preparedness, incident response, and continuity activities. Participates in emergency planning, exercises, assessments, and after-action activities. Performs related duties as assigned.

Requirements

  • Must be able to obtain and maintain a federal security clearance.
  • One year of specialized experience (comparable to the Pay Band 4B or GS-12 or equivalent experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
  • Examples of specialized experience include: providing technical advice on security administration functions involving in two (2) or more of the following areas (personal and physical security, access control and credentialing, security risk management, international security, foreign travel security, emergency preparedness and continuity support); conducting threat, vulnerability, risk, physical security, and operational security assessments; experience performing position sensitivity, applicant suitability, credentialing and access control activities; conducting threat, vulnerability, physical security, and operational security assessments; attending briefings, interagency meetings, working groups, and information exchanges as security representative and technical point of contact; and developing and presenting threat assessments, advisories, executive briefings, trip reports, or other security products addressing security concerns and conditions, domestic or international.
  • Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to Pay Band 4B or GS-12 to be eligible for Pay Band 4A.
