About The Position

BIICS, Inc is looking to fill a Senior Program Manager position. The position is located in Tallahassee, Florida and work is on-site. This role involves providing project management for all technical projects in accordance with client procedures and policies, creating and maintaining detailed project plans, tracking project schedules and technical performance, leading business and technical teams, and assisting with resource allocation. The Senior Program Manager will coordinate interactions with customers, users, and stakeholders, ensuring the integrity and quality of project artifacts by following standard practices established by the Project Management Institute. Responsibilities also include providing research and analytical services for systems, collecting user requirements, developing screen layouts and work estimates, coordinating system acceptance testing, developing documentation, performing testing on system changes, facilitating user acceptance testing (UAT), providing management with system status updates, and facilitating meetings. Additionally, the role involves producing work estimates for user-defined requirements and system changes, generating status reports, providing analytical services on client IT processes for operational efficiencies, conducting analytical research for legislative or client queries, corresponding with project teams and stakeholders, and coordinating efforts with the Contract Manager to achieve cost savings.

Requirements

A minimum of eight years of experience in developing and maintaining detailed project plans (including work breakdown structures).
A minimum of eight years of experience in meeting facilitation and documentation.
A minimum of eight years of experience creating and presenting internal and external status reports and detailed status reports suitable for presentation to the Legislature or Steering Committee.
A minimum of eight years of experience with Budget and Financial Management, including Cost Analysis/Cost Benefits.
Project Management Professional (PMP) Certification and eight years of experience leading and managing projects.
A minimum of eight years of experience with User Acceptance Testing (UAT) methodologies and documentation.
A minimum of eight years of experience with risk tracking, mitigation, and issue tracking.
A minimum of eight years of experience using Microsoft Project or comparable project management software to track and maintain projects.
A minimum of eight years of experience in leading project teams and effectively conducting the project to meet project objectives.
A minimum of eight years of experience in delivering the project in the agreed schedule, to the correct technical specification (i.e., defined to meet user requirements) within the approved budget and other specified criteria.
A minimum of eight years of experience managing project oversight, especially Independent Verification and Validation activities.

Responsibilities

Provide project management for all technical projects in accordance with the procedures and policies identified by the client.
Create, maintain, and refine detailed project plans (including work breakdown structures). Submit a copy of each project plan to the Contract Manager upon request.
Track project schedules and technical performance.
Lead business and technical teams.
Assist with the allocation of resources.
Coordinate interaction with the customers, users, and stakeholders.
Ensure the integrity and quality of project artifacts by following a standard practices of project management established by Project Management Institute.
Provide research and analytical services for systems.
Meet with program offices to collect user requirements for new systems or enhancements to existing systems.
Develop screen layouts for new systems or enhancements to existing systems.
Develop work estimates for system enhancements or new development.
Coordinate system acceptance testing with client program offices.
Develop documentation (i.e., diagrams, flowcharts, etc.). Submit a copy of all documentation developed to the Contract Manager upon request.
Perform testing on system changes to meet user-defined requirements.
Facilitate user acceptance testing (UAT) with business program staff.
Provide management with system status updates.
Facilitate meetings (i.e., schedule meetings, create meeting minutes, identify issues and action items, etc.) with technical and program staff. Submit documentation of the meeting (i.e., meeting minutes) to the Contract Manager upon request.
Produce work estimates to implement user-defined requirements and system changes.
Produce status reports on the implementation of user-defined requirements. Provide the status reports upon request to the Contract Manager.
Provide analytical services on client IT processes to identify operational efficiencies.
Provide analytical research to satisfy queries requested by the Legislature or the client.
Correspond (verbally and in written formats) with project teams and internal stakeholders regarding project activities, deliverables, and status.
Coordinate efforts with the Contract Manager to achieve cost savings, where feasible and practicable. Those efforts include, but are not limited to, identifying common system errors in systems that can be resolved in a manner that achieves cost savings in the state of Florida. Document any cost savings identified and submit the documentation to the Contract Manager.
