About The Position

The UABOS (Turkey) Senior Program Manager will be required to support the program in overseeing and executing complex projects with a focus on operational efficiency, resource management, and budget adherence. This role demands a proactive leader with exceptional communication and problem-solving skills to collaborate effectively across multidisciplinary teams. The Senior Program Manager will play a key role in ensuring that program objectives align with strategic business goals while maintaining compliance with contractual and operational requirements. This position involves direct engagement with clients, stakeholders, and internal teams to drive successful project outcomes within government and defense contracting environments.

Requirements

  • Undergraduate degree in the appropriate discipline and 5 years of experience in KBR Program/Project Management.
  • Current onsite Program/Project management experience at one or more of the UABOS Sites.
  • Ability to obtain security clearance.

Nice To Haves

  • Experience running a program as a tenant on a foreign base is preferred.
  • Experience managing a budget of over $100M annually (FFP and CP experience a plus).
  • Familiarity and experience with established KBR policies, procedures, systems, and requirements is a must.
  • Experience in directing and managing a large multi-national and/or unionized labor force.

Responsibilities

  • Overseeing and executing complex projects with a focus on operational efficiency, resource management, and budget adherence.
  • Ensuring program objectives align with strategic business goals while maintaining compliance with contractual and operational requirements.
  • Direct engagement with clients, stakeholders, and internal teams to drive successful project outcomes within government and defense contracting environments.
  • Responsible for daily operations of the USAFE-AFAFRICA BOS (UABOS) contract at multiple locations within Türkiye and Spain.
  • Acting on behalf of KBR for all matters relating to the daily operation of this contract to include both unionized and non-unionized labor, financial obligations, and contractual requirements with support of KBR leadership elements.
  • Making decisions and responding to the Client, Customer and KBR Leadership in a required and timely matter.
  • Interfacing with local and Ramstein based Client personnel as well as Air Force and host nation leadership as required.
  • Managing and growing a program.
  • Ensuring contractual performance objectives within the Performance Work Schedule (PWS) and all Appendices are monitored, documented, and always met to the required levels.
  • Interfacing with the Business Development team supporting requests for information, reviewing current proposals and assisting with proposal development.
  • Ensuring self-assessments are completed for use during Performance Management and Status Reviews (PMR/PSR), Contractor Performance Assessment Reporting System (CPARs), and other instances where performance is shared with counterparts to ensure objective evaluations of KBRs performance.
  • Directing and managing a large multi-national and unionized labor force.
  • Collective Labor Agreement Negotiations and Implementation.
  • KBR and Government Property and Materials Control.
  • Identifying and presenting to the Client opportunities to grow the program using contractor-initiated proposals.
