About The Position

Black Canyon Consulting (BCC) is searching for a Senior Program Manager – Strategic Planning & Analytics. The Senior Program Manager will provide strategic, analytical, and program leadership to support-wide strategic planning, program evaluation, performance measurement, business intelligence, enterprise reporting, and executive decision-making. This is a highly visible role requiring an experienced professional who can independently take an ambiguous leadership or organizational question, determine what evidence is needed, establish an analytical approach, assemble and validate information from multiple sources, identify gaps and limitations, and translate findings into clear, defensible recommendations for senior leadership. The position will work across administrative, scientific, financial, workforce, operational, programmatic, and evaluation information to identify trends, risks, opportunities, duplication, performance gaps, and implications for organizational decision-making. The Senior Program Manager will serve as the day-to-day analytic project lead for this effort, coordinating evidence collection across various organizations, reconciling information from multiple sources, assessing the quality and strength of available evidence, conducting quantitative and qualitative analyses, and developing leadership-ready findings and recommendations. The role will also help strengthen longer-term performance measurement and analytical capabilities by improving data governance, standardizing metrics, developing reusable analytical processes, and establishing sustainable approaches to enterprise reporting and strategic monitoring. This is a full-time opportunity supporting NLM in Bethesda, MD.

Requirements

Bachelor's degree in data analytics, data science, statistics, public health, health informatics, evaluation, economics, public policy, business analytics, information science, management, or a closely related field.
7+ years of progressively responsible experience in strategic program management, data analysis, program evaluation, performance measurement, strategic planning, business intelligence, organizational analysis, executive reporting, or a closely related area.
Demonstrated ability to independently translate ambiguous executive or organizational questions into defined evidence requirements, analytical approaches, data-collection and validation activities, defensible findings, and leadership-ready recommendations.
Demonstrated experience leading complex analytical or strategic initiatives involving multiple stakeholders, organizational units, data sources, and competing priorities.
Experience collecting, validating, integrating, structuring, reconciling, and interpreting complex data from multiple sources.
Experience working with incomplete information, inconsistent records, changing definitions, conflicting data, mixed quantitative and qualitative evidence, and other analytical limitations.
Experience developing and applying performance measures, key indicators, evaluation questions, analytical plans, logic models or theories of change, baselines, and monitoring approaches.
Demonstrated experience with several advanced analytical approaches such as trend analysis, forecasting, benchmarking, portfolio analysis, scenario analysis, workload analysis, business-process analysis, ROI/value analysis, or mixed-method evidence synthesis.
Strong program and project management skills, including experience managing workplans, schedules, milestones, risks, dependencies, stakeholder reviews, documentation, and multiple concurrent workstreams.
Advanced proficiency with Microsoft Excel.
Experience developing executive reports, dashboards, data visualizations, and business intelligence products using Power BI, Tableau, or comparable platforms.
Practical experience with SQL, R, Python, or comparable analytical tools used to prepare, analyze, document, or automate data workflows.
Strong understanding of data quality, validation, documentation, governance, and reproducibility.
Exceptional analytical writing skills with demonstrated ability to translate complex evidence and technical findings into clear, concise, executive-level communications.
Strong briefing and presentation skills, including the ability to communicate analytical methods, assumptions, limitations, uncertainty, risks, implications, and recommendations to senior nontechnical audiences.
Demonstrated ability to collaborate effectively across technical, scientific, analytical, operational, and leadership teams.
Ability to manage complex assignments and deliver high-quality work with limited day-to-day direction.
Strong professional judgment, intellectual curiosity, attention to detail, and commitment to analytical integrity, transparency, and reproducibility.

Nice To Haves

Master's degree in a relevant quantitative, analytical, evaluation, public health, policy, informatics, business, or management discipline.
Experience supporting NIH, HHS, another federal science or public-health agency, or a similarly complex mission-driven organization.

Experience producing technical documentation, standard operating procedures, training materials, and knowledge-transfer packages for long-term organizational use.

Responsibilities

Serve as the day-to-day analytic and program lead for major OSI strategic planning, evaluation, performance measurement, and business intelligence initiatives.
Lead analytical and project-management activities supporting the NLM 2017–2027 Strategic Plan Summary, including evidence collection, data reconciliation, gap identification, analysis, executive reporting, and project coordination.
Develop and maintain a comprehensive crosswalk connecting strategic goals and objectives with initiatives, performance measures, available evidence, data sources, organizational owners, time periods, evidence strength, and identified gaps.
Design and manage structured evidence-collection efforts across NLM Divisions, Offices, and Centers, including templates, documentation standards, submission processes, follow-up tracking, and version control.
Inventory, validate, reconcile, and synthesize information from authoritative sources including Congressional Justifications, annual reports, Board of Regents materials, program records, administrative data, evaluations, budget materials, scientific reporting, and operational reporting.
Assess data provenance, quality, comparability, completeness, and reliability and identify conflicting figures, changing definitions, incomplete time series, duplicated measures, unsupported conclusions, and other evidence limitations.
Conduct quantitative, qualitative, and mixed-method analyses to evaluate organizational performance, program effectiveness, implementation progress, outcomes, risks, opportunities, and lessons learned.
Perform trend analysis, forecasting, benchmarking, workload analysis, portfolio analysis, scenario analysis, business-process analysis, return-on-investment analysis, value analysis, and related assessments as appropriate.
Translate complex analyses into concise, accurate, and leadership-ready reports, briefing materials, dashboards, visualizations, decision-support products, and substantive draft narratives.
Develop analytical products for the NLM Director, Deputy Director, Executive Committee, OSI leadership, and other senior stakeholders.
Clearly communicate analytical methods, assumptions, limitations, uncertainty, and the strength of available evidence when presenting findings and recommendations.
Develop evaluation questions, analytical plans, logic models, theories of change, performance measures, indicators, baselines, and monitoring frameworks aligned with organizational strategies and intended outcomes.
Evaluate program effectiveness, efficiency, outcomes, and impact and translate findings into actionable recommendations for federal leadership.
Support environmental scans, evidence reviews, organizational assessments, learning agendas, strategic-plan development, implementation planning, and recurring strategic progress reviews.
Manage multiple complex analytical and programmatic workstreams through integrated workplans, schedules, milestones, evidence trackers, risk tracking, status reporting, decision logs, review assignments, comment-resolution processes, and version control.
Facilitate cross-functional working sessions, coordinate technical and subject-matter reviews, document decisions, resolve data questions, and escalate risks or barriers when appropriate.
Collaborate across OSI, NLM Divisions, Offices, and Centers, leadership offices, technical teams, evaluation staff, and other stakeholders to identify analytical needs and obtain and validate required information.
Lead or support consolidation of OSI data into accessible and reusable repositories that improve analysis, reporting, organizational knowledge, and long-term institutional capability.
Develop and maintain data dictionaries, metadata, source documentation, ownership documentation, standard operating procedures, data-quality standards, version-control practices, and related data-governance materials.
Help advance the OSI Metrics Bank into a stronger enterprise analytical capability by standardizing definitions, identifying authoritative sources and owners, assessing data quality, aligning measures to strategic priorities, and identifying gaps or duplication.
Identify opportunities to improve and streamline data collection, validation, integration, analysis, storage, reporting, and reuse.
Develop repeatable and, where practical, automated processes for data preparation, analytics, visualization, dashboarding, and recurring reporting.
Develop reusable analytical files, templates, datasets, code, dashboards, documentation, and reporting tools that remain useful to OSI beyond the initial project or performance period.
Provide technical guidance and practical assistance related to program evaluation, performance measurement, data analytics, reporting, data visualization, and evidence-based decision-making.
Explain complex analytical concepts and findings clearly to both technical and nontechnical audiences.
Support knowledge transfer through documented processes, training materials, walkthroughs, annotated analytical files, dashboard documentation, standard operating procedures, and complete project handoff packages.
Work with a high degree of independence while recognizing that federal personnel retain final authority for strategic interpretation, policy and organizational judgments, and approval of official NLM findings and products.
