About The Position

The Senior Program Manager leads, manages, and administers services and programs providing passenger access to transit for Sound Transit’s Transit Operations (TO) Department. This role ensures all programs are delivered within time and budget constraints and in compliance with Sound Transit and relevant government policies. The position leads the implementation, management, and operation of passenger parking, pick-up/drop-off services, and selected bike and scooter parking programs. The Senior Program Manager will leverage resources and coordinate work across departments, divisions, and contractors to optimize passenger access. The role involves performing a full range of senior technical, program, and project management duties, leading assigned team members and collaborators in coordinating work activities among Agency staff, consultants, local jurisdictions, and community groups. This includes managing, assigning, reviewing, and evaluating the work of staff and contractors, ensuring quality and adherence to scope, policies, and procedures, and performing complex technical tasks.

Requirements

  • Bachelor's Degree in Public Administration, Facilities Management, Agreements Management or Real Estate or closely related field.
  • Four years of increasingly responsible experience in real estate, agreements management, public administration, facilities management; OR an equivalent combination of education and experience.
  • Valid state driver’s license.
  • Transportation and/or parking planning, operations, and/or service delivery.
  • Knowledge of parking management principles, policies, practices, and technologies.
  • Program and project management techniques and principles.
  • Principles of project, program, and/or team leadership.
  • Principles and practices of project budget preparation, department budget preparation, cost analysis, administration and contract management.
  • Principles of business letter writing and report preparation.
  • Methods and techniques of data collection, research, and report preparation.

Responsibilities

  • Develops and manages operational functions of passenger access services including passenger parking and loading management programs and services.
  • Manages, monitors, and evaluates Sound Transit and vendor data on parking fee payments, daily parking use, permit issuance and use, and permit-holder parking space utilization at each facility.
  • Recommends definition and administers adjustments to permit qualifications, permit space use regulations, and thresholds for adjusting parking fees, permit pricing, and/or the number of parking spaces available by permit type and facility.
  • Manages the work of vendors/contractors and collaborating agency staff to adjust signage and other passenger-facing information to optimize parking availability and meet system access and parking management goals.
  • Serves as project manager, leading interdepartmental and interagency coordination and collaboration to implement the Regional Parking Management program, including initiation and adjustment of daily parking fees and parking permits at eligible facilities.
  • Manages the parking management services contract, monitoring delivery and quality of work, adherence to contract terms, and resolving issues with the vendor.
  • Develops a compliance management plan with the vendor to ensure all program rules are followed and defines procedures for handling sensitive data.
  • Directs and manages the collection of data on key performance indicators for access and parking by agency staff and contractors.
  • Analyzes vendor and agency data to evaluate performance, identify trends, issues, and areas for action.
  • Recommends improvements to agency facilities and services supporting passenger access to transit.
  • Assists in developing project, program, team, and department budgets, as assigned, and monitors assigned program budgets.
  • Monitors and reports on vendor remittance and reporting of revenue from parking fees, permits, and fines for program violations.
  • Reports to the Board, Agency departments, and external entities such as other transit agencies, Washington State Department of Transportation (WSDOT), Puget Sound Regional Council (PSRC), and local jurisdictions.
  • Coordinates with Transportation Safety and Security (TSS) to define, manage, administer, and enforce compliance with parking facilities and curb use rules, regulations, requirements, and policies.
  • Designs and implements programs and services with a focus on equity and in coordination with Sound Transit’s Office of Civil Rights, Equity and Inclusion (CREI).
  • Serves as point of contact for and manages all aspects of assigned programs and project(s).
  • Conducts or coordinates regularly scheduled facility inspections.
  • Participates in the review process for transit capital projects in design and development.
  • Coordinates responses to customer comments or inquiries.
  • Drafts procedures, develops data collection systems, and drafts reports and presentations.
  • Participates in annual work plan development.
  • Responds to requests for information related to passenger access facilities and services.
  • Assists with public and passenger outreach and engagement as directed.
  • Staffs internal and external committees as assigned.
  • Prepares and presents staff reports and other necessary correspondence.
  • Maintains awareness of trends and developments in the fields related to areas of assignment.
  • Ensures processes, policies, and practices are interpreted and applied consistently and effectively.
  • Ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules, and regulations.
