Senior Program Manager, Mission Operations

Hubble Network•San Francisco, CA
•Hybrid

About The Position

Hubble Network is an early-stage, venture-backed startup building a global Bluetooth® network for machine-to-machine connectivity. Its direct-to-satellite network connects off-the-shelf Bluetooth® Low Energy chips without modems or gateways, serving applications such as logistics, agriculture, and maritime asset tracking. The Senior Program Manager, Mission Operations will own spacecraft vendor and contract manufacturing programs end to end, including commercial terms, design reviews, qualification campaigns, hardware delivery, launch integration, and on-orbit commissioning. The role is also accountable for leading Mission Operations, setting the technical direction for operating satellites and payloads, and building the team and tools needed to scale from a small number of vehicles to a production fleet. The position combines program management with engineering depth and requires regular travel to partner facilities. This is a full-time, supervisory role reporting directly to the Chief Operating Officer. It is hybrid and based in Seattle, WA or San Francisco, CA; Seattle is strongly preferred, and remote work may be considered for the right candidate. Applicants must be U.S. citizens or lawful permanent residents to meet ITAR requirements.

Requirements

  • 10+ years of experience in space or satellite systems, spanning program management and hands-on engineering or operations.
  • Demonstrated ownership of a spacecraft, payload, or satellite program through its full lifecycle: design, qualification, delivery, launch, and on-orbit operations.
  • Experience managing external spacecraft vendors, contract manufacturers, or prime/subcontractor relationships, including contract management, schedule execution, and cost accountability.
  • Engineering depth to independently evaluate vendor technical work and credibly challenge it in spacecraft systems, RF communications, or a closely adjacent discipline.
  • Experience with satellite or payload operations, including telemetry analysis, commanding, anomaly triage, and spacecraft/ground segment interfaces.
  • Strong program management fundamentals, including integrated scheduling, risk management, configuration control, and milestone-driven delivery.
  • Experience leading structured technical reviews, from SRR through ORR, with internal teams and external partners.
  • Excellent written communication and ability to produce concise, decision-oriented material for executives and investors.
  • Supervisory or team leadership experience, or clear readiness to take on supervisory responsibilities.
  • U.S. citizen or lawful permanent resident, as required for ITAR compliance.
  • Ability to lead projects with urgency, apply first-principles engineering, learn quickly, understand system-level design and requirements flow down, communicate technical topics, and anticipate needs with reliable, cost-effective solutions.

Nice To Haves

  • Experience standing up or scaling a mission operations organization.
  • Familiarity with ground segment service providers, RF chain architecture, front-end processors, and communications security.
  • Background in small satellite or commercial constellation programs, especially in production or multi-vehicle contexts.
  • Experience with launch services procurement and mission integration.
  • Exposure to satellite regulatory and licensing processes and export control requirements, including ITAR and EAR.
  • Comfort with Jira, Confluence, and software development workflows for requirements and user story management.
  • Experience in a startup or rapid-iteration environment and a track record of adding rigor without adding bureaucracy.
  • Engineering degree in aerospace, electrical, mechanical, or a related field.
  • PMP or equivalent certification.

  • Own spacecraft bus and contract manufacturing partner programs end to end, including commercial terms, design reviews, qualification campaigns, hardware delivery, launch integration, and on-orbit commissioning.
  • Hold external partners accountable for their commitments, schedules, and deliverables.
  • Lead the Mission Operations function and set technical direction for satellite and payload operations.
  • Build the Mission Operations team and tooling to scale operations from a handful of vehicles to a production fleet.
  • Lead spacecraft or satellite programs through their full lifecycle, from design and qualification through delivery, launch, and on-orbit operations.
  • Manage integrated schedules, risks, configuration control, and milestone-driven delivery.
  • Lead structured technical reviews, from SRR through ORR, with internal teams and external partners.
  • Communicate technical topics effectively with engineering, build staff, and operations teams; prepare concise, decision-oriented material for executives and investors.
  • Travel regularly to partner facilities.
