About The Position

The Senior Program Manager, Data Governance & Analytics establishes and leads the data governance, reporting, and analytics strategy for Global Program Controls. This role is accountable for ensuring that portfolio delivery data is consistently defined, accurately maintained, appropriately governed, and translated into actionable insights for senior leadership. As the recognized subject matter expert for program data and performance reporting, this individual will define the policies, standards, operating mechanisms, and analytical capabilities that enable trusted decision-making across the global portfolio. The role owns the authoritative delivery data framework, executive portfolio dashboards, operational reporting suite, data quality program, stewardship network, and reporting calendar. This position operates across multiple organizations and systems, including Jira, Primavera Cloud, Apex, Unifier, financial platforms, and business intelligence tools. The Senior Program Manager will influence senior leaders, program controls teams, technology partners, finance organizations, and functional stakeholders to establish consistent data practices and improve portfolio visibility. The successful candidate combines deep expertise in data governance, business intelligence, and program controls with strong executive communication and cross-functional leadership. This is a highly influential individual contributor role that leads enterprise-scale programs and processes through expertise, partnership, and strategic influence rather than direct people management.

Responsibilities

  • Establish and lead the Global Program Controls Data Governance program, including its strategy, policies, standards, operating model, controls, and performance measures.
  • Develop the overarching data governance policy framework and ensure alignment with enterprise data, security, compliance, and technology requirements.
  • Define decision rights, ownership models, escalation paths, and governance forums for portfolio delivery data.
  • Advise leadership on data governance, reporting strategy, analytical capability, and portfolio performance measurement.
  • Evaluate emerging technologies, governance practices, and analytical approaches that can improve data quality, accessibility, automation, and decision-making.
  • Lead complex, cross-functional data initiatives that span multiple organizations, regions, business processes, and technology platforms.
  • Lead development and maintenance of the authoritative data dictionary for delivery data across Jira, Primavera Cloud, Unifier, financial systems, and reporting platforms.
  • Define standard business terms, metric definitions, calculation methodologies, source-system ownership, and acceptable-use requirements.
  • Establish and maintain data lineage documentation that maps data from source systems through integrations, transformations, semantic models, dashboards, and reports.
  • Ensure that key portfolio metrics have documented definitions, accountable owners, approved sources, and transparent calculation logic.
  • Resolve conflicting definitions and promote consistent use of data and metrics across teams and regions.
  • Define and enforce data quality rules for completeness, validity, accuracy, consistency, timeliness, and uniqueness.
  • Establish scheduled data quality monitoring, automated validation checks, exception reporting, and data quality scorecards.
  • Create measurable data quality targets and communicate trends, gaps, and risks to leadership and data owners.
  • Operate the data issue resolution process, giving stakeholders a clear mechanism to report suspected data defects.
  • Lead root-cause analysis and corrective-action efforts for recurring or high-impact data issues.
  • Partner with system owners and business teams to address upstream process weaknesses rather than relying solely on downstream corrections.
  • Ensure executive and operational reports are validated for accuracy and completeness before distribution.
  • Govern critical master and reference data, including canonical site names, project identifiers, regional hierarchies, organizational structures, program classifications, and reporting dimensions.
  • Establish and manage a cross-functional data stewardship network.
  • Identify data owners and stewards within each functional area and define their responsibilities, decision authority, and expected service levels.
  • Provide training, guidance, tools, and ongoing support to data stewards and contributors.
  • Facilitate governance forums that address data quality, definition changes, ownership gaps, and cross-system alignment.
  • Mentor peers and stakeholders on governance, reporting, data interpretation, and analytical best practices.
  • Own the strategy, design, development, and ongoing maintenance of the global portfolio executive dashboard and operational reporting suite.
  • Translate complex program, schedule, cost, risk, and workflow data into clear, visually compelling insights for vice presidents and other senior leaders.
  • Establish reporting standards covering templates, visualization conventions, metric definitions, validation protocols, version control, distribution, and retention.
  • Manage the reporting calendar and ensure reports are produced, reviewed, approved, and distributed according to established cadences.
  • Respond to ad hoc leadership requests for custom analysis, scenario evaluation, and portfolio deep dives.
  • Partner with systems integration, data engineering, IT, and application teams to ensure reliable and scalable data flows.
  • Define business requirements for integrations, data models, reporting layers, controls, and workflow enhancements.
  • Partner with system owners to align data access policies with role-based access, confidentiality, security, and business requirements.
  • Assess the downstream reporting and governance impact of system, process, and data-model changes.
  • Ensure analytical products draw from governed, traceable, and trusted data sources.
  • Drive adoption of reusable data products and self-service reporting capabilities while maintaining appropriate governance and controls.
  • Build and maintain a broad network across Global Program Controls, delivery organizations, finance, IT, data engineering, system administration, and senior leadership.
  • Lead through influence across teams where formal authority may not exist.
  • Communicate recommendations, risks, tradeoffs, and decisions to both technical and non-technical audiences.
  • Facilitate alignment among stakeholders with competing requirements, definitions, or priorities.
  • Represent Global Program Controls in enterprise data, reporting, and technology forums.
  • Provide coaching and mentorship to analysts, program managers, data stewards, and other peers across the line of business.
