About The Position

The Senior Program Manager – Choice Neighborhoods Initiative (Housing Focus) is responsible for implementation of the housing component of the HUD Choice Neighborhoods Initiative (CNI). This role oversees large-scale, multi-phase, mixed-income housing redevelopment efforts; coordinates with developers, public and private partners, and community stakeholders; and ensures compliance with funding requirements while advancing equitable, resident-centered outcomes; and other duties as assigned. The selected candidate will have experience with LIHTC, RAD, CDBG, HOME, or other affordable housing financing tools. The position requires demonstrated experience across multiple areas, including project oversight, real estate and construction development, financial monitoring, contract administration, public-private partnerships, and implementation of innovative housing strategies.

Requirements

  • Bachelor’s degree in Urban Planning, Real Estate Development, Public Administration, Architecture, Housing Studies, or related field required
  • 5–7 years of progressively responsible experience in affordable housing, mixed-income redevelopment, community development, real estate development, or related fields
  • Experience with LIHTC, RAD, CDBG, HOME, or other affordable housing financing tools
  • Demonstrated experience across multiple areas, including project oversight, real estate and construction development, financial monitoring, contract administration, public-private partnerships, and implementation of innovative housing strategies.
  • Experience with federally funded housing programs (e.g., HUD, CNI) strongly preferred.

Responsibilities

  • Support planning and execution of housing strategies under the Choice Neighborhood framework
  • Coordinate redevelopment, rehabilitation, and new construction projects with developers and partners
  • Monitor and oversee development activities to ensure projects remain on schedule, within budget, are aligned with strategic goals, and meet compliance requirements
  • Provide design and development feedback to ensure quality and alignment with program goals
  • Identify and advance innovative housing strategies, including public-private partnerships and creative financing tools
  • Support the integration of sustainability, energy efficiency, and resilience strategies into housing developments
  • Ensure the housing component is aligned with federal, state, local, and grant requirements (including Department of Housing and Urban Development (HUD), CNI, Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA), agency policies, building codes, and development regulations).
  • Maintain accurate records and data systems to ensure grant compliance and program accountability
  • Prepare and present reports for funders, executive leadership, HUD, and other regulatory or oversight entities
  • Track key housing outcomes, including occupancy, affordability, and resident satisfaction
  • Analyze data to inform strategic decision-making and continuous improvement
  • Develop and maintain systems to monitor budgets, timelines, and performance metrics
  • Promote transparent, consistent communication throughout all phases of redevelopment
  • Represent the organization before boards, in public meetings, stakeholder briefings, and community engagements
  • Advance resident-centered redevelopment strategies that promote housing stability, inclusion, resident choice, and improved quality of life
  • May supervise staff and coordinate cross-functional teams, consultants, and agency partners
  • Coordinate cross-functional teams to ensure timely completion of redevelopment objectives and deliverables.
  • Provide guidance, technical support, training, and operational oversight related to housing redevelopment initiatives.
  • Support performance management efforts, project accountability, and operational coordination across departments and external partners.
  • Partner with the Master Developer to monitor budgets, financing structures, and overall project performance
  • Review development pro formas, funding applications, and financial reports to ensure fiscal integrity
  • Review, approve, and track invoices and expenditures to ensure fiscal accountability and compliance with funding requirements
  • Manage procurement processes, including drafting scopes of work, issuing RFPs/RFQs, and overseeing Assist with development, monitoring, and oversight of redevelopment budgets, grants, and funding allocations.
  • Participate in agency emergency preparedness and continuity of operations efforts as assigned.
  • Support coordination of housing redevelopment recovery activities related to emergencies, disasters, or operational disruptions when applicable.
