About The Position

Avion Solutions Inc., a 100% employee-owned company, seeks candidates for a Senior Program Analyst to support CPE Headquarters. This position is based in Huntsville, AL.

Requirements

  • Bachelor's and 10 years of relevant experience or a Master's and 5 years of relevant experience.
  • Experience with GFEBS, including funds distribution, requisitioning, and reconciliation.
  • Experience in analyzing and interpreting financial data and reports.
  • Working knowledge of the PPBE process.
  • Familiarity with Army appropriations and financial processes (OMA, APA, RDT&E).
  • Experience with DTS, ATAAPS, PEs, MDEPs, and SAGs.
  • Demonstrated ability to develop Spend Plans and support funds execution.
  • Strong written and oral communication skills.
  • Experience working collaboratively in team environments.
  • Must be a U.S. citizen and have the ability to obtain/maintain a DoW security clearance.
  • Must be able to travel up to 5% of the time.

Nice To Haves

  • Experience developing and defending POM requirements.
  • Experience preparing senior-level meeting inputs, narrative products, and briefing charts with minimal rework.
  • Prior support for Army aviation programs or similar DoD organizations.

Responsibilities

  • Support planning, programming, budgeting, and execution activities for aviation-related programs.
  • Manage funds distribution, purchase requisitions, and reconciliation using the General Fund Enterprise Business System (GFEBS).
  • Collect, review, and analyze financial data to support program decisions.
  • Review, interpret, and assess GFEBS financial documents and reports against established metrics.
  • Apply knowledge of Army business processes and appropriations, including OMA, APA, and RDT&E.
  • Review travel orders and authorizations within the Defense Travel System (DTS).
  • Utilize Program Elements (PE), MDEPs, and Subactivity Groups (SAGs) for program planning and tracking.
  • Develop, maintain, and update Spend Plans in support of program execution.
  • Support funds execution, planning, and programming across Army appropriations.
  • Develop and defend Program Objective Memorandum (POM) requirements.
  • Consolidate and review SmartCharts (Program Reviews) submissions.
  • Prepare high-quality written inputs, charts, and briefings for meetings with senior Army leaders, corporate executives, government representatives, and external stakeholders.
  • Use the Automated Time Attendance and Production System (ATAAPS) for timekeeping functions.
  • Work collaboratively in a team environment to meet program goals.
  • Communicate clearly and professionally in both written and verbal formats.
