About The Position

Oakland County is seeking a detail-oriented and analytical procurement professional to support and enhance procurement operations across the organization. In this role, you’ll help ensure the integrity, compliance, and effectiveness of procurement processes while serving as a key resource for reporting, system optimization, and continuous improvement initiatives. You’ll play an important role in supporting Oakland County's Procurement operations, tools (Workday and Bidnet) strengthening process consistency, and collaborating across departments to improve efficiencies, automation, and data accuracy. Under limited supervision, the Senior Procurement & Compliance Specialist is responsible for supporting and ensuring the integrity, compliance, and operational effectiveness of procurement processes across Oakland County. Serves as a central point of control for procurement systems, reporting, policy adherence, and process standardization, with a strong focus on Workday optimization, training, and continuous improvement. Supports the Procurement team by monitoring compliance, developing reporting and dashboards, maintaining system accuracy, and driving consistency in procurement operations. Utilizes current countywide and/or department specific software to complete assignments.

Requirements

  • Must have a minimum of a Bachelor's degree from an accredited college or university with a major in business administration, public administration, Finance, Supply Chain Management, or closely related field of study.
  • Must have at least three (3) years of full-time work experience in procurement, procurement compliance, or procurement operations.

Responsibilities

  • Monitor procurement activities to ensure compliance with County policies, procedures, and applicable regulations
  • Conduct audits and quality assurance reviews of requisitions, contracts, amendments, and procurement documentation
  • Serve as the functional lead for Workday Procurement and related systems
  • Maintain system accuracy, data integrity, and procurement process consistency
  • Develop and support reporting, dashboards, and analytics to drive informed decision-making
  • Partner with Information Technology and internal stakeholders to improve automation and operational efficiencies
  • Support procurement year-end activities and audit preparation efforts
  • Collaborate with Procurement, Fiscal Services, Corporation Counsel, Risk Management, and IT teams on procurement operations and compliance matters
  • Help identify opportunities for process improvements and standardization across procurement functions
  • Monitors procurement activities to ensure compliance with County policies and procedures, as well as applicable laws, regulations, and audit requirements.
  • Conducts routine audits and quality assurance reviews of requisitions, contracts, amendments and supplies documentation.
  • Serves as the functional lead for Workday Procurement and related systems.
  • Maintains data integrity and ensures accurate system configuration.
  • Functions as a liaison to Oakland County Information Technology and partners with them to assist in the improvement of efficiencies, automation and standardization.
  • Works closely with the Procurement team, Fiscal Services, Corporation Counsel, Risk Management and Information Technology.
  • Serves as a liaison for procurement operations and compliance related matters.
  • Supports procurement related year-end activities.
  • Prepares documentation and reporting for internal audits and external audits.
  • Ensures compliance documentation is complete and accessible.
  • Utilizes current countywide and/or department specific software to complete assignments.
