About The Position

The purpose of this position is to perform advanced professional procurement and contract administration work for the City, serve as a strategic procurement leader responsible for managing complex purchasing activities, ensuring compliance with North Carolina General Statutes and City policies and procedures, and promoting accountability, transparency, and best value. This position assists the Financial Services (Purchasing) Manager in the administration of purchasing policies, procedures, and strategic initiatives while overseeing vendor management and procurement functions.

Requirements

  • A bachelor's degree or higher from an accredited college or university in Finance, Business Administration, or related field
  • Five to seven years of experience in purchasing or related field
  • Knowledge of administrative and clerical procedures including managing financial data
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar
  • Knowledge of principles and processes for providing high-quality customer service
  • Skilled in communicating effectively in writing as appropriate for the needs of the audience
  • Skilled in talking to others to convey information effectively
  • Skilled in managing one's own time and productivity
  • Ability to listen to and understand information and ideas presented through spoken words and sentences
  • Ability to read and understand information and ideas presented in writing
  • Ability to operate assigned equipment, including computer equipment and various software packages
  • Ability to work cooperatively with City officials, other employees, and the general public
  • Valid North Carolina Driver's License
  • Currently holds Certified Local Government Purchasing Officer (CLGPO) certification or has the ability to obtain this certification within one year of employment

Nice To Haves

  • Public-sector purchasing experience is preferred
  • Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), and/ or Certified Purchasing Manager (CPM) certifications are preferred

Responsibilities

  • Lead formal and informal procurement processes
  • Develop specifications and solicitations (IFBs, RFPs, RFQs)
  • Evaluate bids and proposals
  • Assist with developing contract award recommendations based on evaluation results
  • Serve as Lead Contract Administrator
  • Prepare and carry forward contracts in the Enterprise Resource Planning (EFP) system for the new fiscal year
  • Collaborate with departments and City Attorney's Office to address and resolve contract matters
  • Ensure contract documents comply with regulatory and policy changes
  • Ensure compliance with state, federal, and local procurement requirements
  • Serve as the procurement advisor to departments on contracts, bid compliance, and purchasing policies and procedures
  • Develop and maintain procurement policies, templates, and procedures
  • Maintain standardized procurement policies
  • Prepare procurements for leadership and audit purposes
  • Serve as Vendor Self Service (VSS) Administrator
  • Support grant-funded procurement compliance (when applicable)
  • Act as designee for the Financial Services Manager when assigned
  • Performing related duties as required
