About The Position

The Mayor’s Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers in order to enhance and promote the local economy. MOED's mission is to deliver economic justice to the city by creating an equitable workforce system for all residents, especially those who have been generationally and systemically disadvantaged, ensuring viable economic opportunities. The Senior Policy and Program Analyst position will work with internal and external cross-functional teams to analyze and present key issues of strategic value to senior leadership. The ideal candidate will be a natural leader with excellent verbal/communication skills and a self-starter comfortable in a project management-oriented role. Desirable candidates will be able to represent MOED at strategic planning meetings to support efforts to chart a path to guide the agency’s growth and success. This position will also oversee quantitative and qualitative workforce development research, identify issues and provide recommendations for resolution, serve on a subcommittee of the Baltimore Workforce Development Board, and provide recommendations for implementing and evaluating Baltimore City’s efforts to build a coordinated workforce system. This position will lead, train, and expand MOED’s analytic team to further the efficiency, capabilities, and impact of MOED’s analytic work. The ideal candidate will be a natural leader, a subject matter expert in data systems, tools, and analysis methodologies, and a self-starter comfortable managing projects independently. Desirable candidates will be able to communicate data insights effectively to non-technical audiences while guiding the growth of technical staff. This position will support quantitative and qualitative workforce development research and provide recommendations for implementing and evaluating Baltimore City’s efforts for a coordinated workforce system.

Requirements

  • Bachelor’s degree in data science, Statistics, Applied Mathematics, Computer Science, and Computer Engineering.
  • Three or more years of experience in program evaluation, coordination, planning, strategic workforce development, and/ or related work.
  • Intermediate experience with R or Python, including at least one year of experience using it in a workplace setting. Meaningful capabilities include analyzing information using tidyr suite of functions, pulling information from online and other sources (i.e., APIs, web scraping, etc.), and developing.
  • Intermediate experience with Power BI, including at least one year of experience using it in a workplace setting. Meaningful capabilities include regular usage of DAX and Power Query M language. Use of only UI drag-and-drop analysis tools is insufficient.
  • Intermediate experience with Microsoft Excel, including usage of advanced lookup formulas (VLOOKUP, MATCH), conditional statements (SUMIFS, COUNTIFS), text manipulation (LEFT, CONCAT), and data integrity tools (Data Validation, Conditional Formatting).
  • Intermediate experience with Structured Query Language (SQL), including multi-table joins, Common Table Expressions, subqueries, aggregate functions, and Beginner’s experience with database and/or app design.
  • Experience with low- and no-code development platforms like Microsoft Power Apps or Google AppSheet.
  • Experience supervising or training technical concepts to less experienced analysts.
  • Experience using data to inform decision-making of non-technical audiences.
  • Experience leading independent projects and delivering tangible outcomes to stakeholders.
  • Ability to think creatively and strategically, synthesize/analyze information, and implement solutions; exercise flexibility and sound judgment.
  • Excellent organizational, project management, and strong analytical and problem-solving skills.
  • Strong attention to detail and ability to multitask, with the ability to work independently and collaborate with a team.
  • Ability to manage projects with cross-divisional teams to pursue and leverage opportunities for growth.
  • Ability to develop and propose policies, program design, and implementation strategies.
  • Knowledge of current research methodology and techniques.
  • Skilled in written and verbal communication.

Responsibilities

  • Lead a team of evaluators who prepare analysis for action plans, program performance and evaluation reports, and any special studies required by state and federal agencies to support agency receipt and retention of grant funds.
  • Inherit, improve, and expand MOED’s current analytic stack to better evaluate MOED’s performance, identify best practices in workforce development, foster opportunities for growth, and demystify MOED’s operations and impacts to Baltimore City residents.
  • Provide consulting, expertise, and project management for strategic initiatives deemed critical to the agency’s success.
  • Examine, develop, format, and query existing and new databases to produce narrative reports and dashboards to evaluate performance and provide recommendations for continuous improvement.
  • Translate programmatic needs into functional data collection systems while balancing budget, policy, and user-capability limitations.
  • Perform related work as required.
