About The Position

NAOVI is seeking a Senior Policy Analyst to support Government Leads in the development of counterintelligence (CI) policy and strategy. This role involves promoting a shared vision, mission, values, and goals, and assisting in the preparation of interagency CI strategic assessments. The analyst will also integrate, optimize processes, and manage scheduling for these assessments, review documents for Congressional actions and testimony, and assess intelligence capability needs, opportunities, and gaps to link resources to strategy.

Requirements

  • Must currently possess an Active TS/SCI with Polygraph required.
  • Bachelor’s degree in social, political, physical, natural or business sciences; humanities; engineering or mathematics; or other field directly relating to strategic planning and evaluation.
  • Requires BS+18 years of experience or MS+10 years of experience or no degree with 24+ years of experience.
  • Demonstrated extensive knowledge of IC organizations’ missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests.
  • Demonstrated extensive understanding of performance principles and superior ability to advise organizations on the application of performance evaluation methods.
  • Demonstrated extensive ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues while identifying, articulating, documenting, and mitigating knowledge gaps.
  • Demonstrated excellent organizational and interpersonal skills in supporting working groups, managing competing priorities, advocating new ideas/concepts/processes, provide recommendations on time-sensitive issues, and work collaboratively across the IC.
  • Demonstrated extensive experience assisting Government Leads in assessing IC intelligence capability needs, opportunities, and gaps to help link resources to strategy objectives.

Responsibilities

  • Support Government Leads in the development of counterintelligence (CI) policy and strategy, and promote and communicate shared vision, mission, values, and goals.
  • Assist Government Leads in preparing multiple interagency CI strategic assessments to determine how well the IC and US Government are postured for the future environment and to support national security policies and priorities.
  • Support will include integration, process optimization, and scheduling-related tasks for these assessments.
  • Specific examples include working across sub-teams to collect and collate monthly reports, scheduling, drafting meeting minutes, following up on interagency planning meetings, and updating policies and SOPs.
  • Review documents for technical correction and edits in the development of Congressional actions and testimony, budget presentations, issue papers, and talking points.
  • Assist Government Leads in assessing IC intelligence capability needs, opportunities, and gaps to help link resources to strategy.
  • Conduct analysis to help identify issues and trends.
