About The Position

Legal Aid BC is undergoing a significant transformation to integrate Truth and Reconciliation, and Equity, Diversity, and Inclusion into all facets of its operations. The Senior Policy Analyst, reporting to the Manager, SPP, will provide expertise, advisory services, and lead complex policy projects. This role involves consultation and relationship building with a diverse range of internal and external stakeholders, including provincial government ministries, central agencies, private sector organizations, and counterparts in other provincial jurisdictions. The position requires an understanding of the organization's strategic and long-range goals, particularly its commitment to Truth and Reconciliation and Equity, Diversity, and Inclusion, and will lead complex policy initiatives through all stages, from strategic planning and development to successful implementation, aiming to create more equitable and inclusive policies.

Requirements

  • Degree in business, public administration or a related discipline, or Bachelor of Law.
  • 4+ years as a policy analyst with increasing responsibility preferably in a service industry.
  • MS Office 365 – Intermediate Level
  • Strategic thinker with hands-on experience in strategic level planning.
  • Proven ability to lead and develop project plans to achieve goals.
  • Demonstrated expertise and experience in research and analysis.
  • Excellent skills in project management, business model/policy design, analysis, financial modelling and measuring organizational performance.
  • Strong analytical and problem-solving skills.
  • Exceptional skills in oral and written communication, facilitation, change management and negotiation.
  • Ability to exercise effective leadership, sound judgment and tact.
  • Functions effectively under pressure and exercises flexibility and adaptability.
  • Exceptional leadership skills with proven ability to lead, mentor and inspire a team of employees while working towards a common goal.

Responsibilities

  • Provides expertise and advisory services to senior management and department staff with respect to research, analysis and policy development to assist them in making informed decisions.
  • Researches, assesses, manages and coordinates existing business strategies, policy processes and strategic planning programs.
  • Prepares briefing materials, issue papers, position papers, and submissions, presentations and correspondence for senior staff on a wide range of matters related to the LABC’s mandate.
  • Coordinates inter-divisional communications and initiatives.
  • Manages and participates in special projects within area of expertise; makes presentations and participates in projects within other areas.
  • Maintains current awareness of developments in various fields of law concerning the work of LABC.
  • Develops policy options and recommendations; identifies gaps or shortcomings, and legal limitations.
  • Develops tools and processes and participates in stakeholder consultations for defining program policies or priorities, identifying stakeholder preferences and reconciling conflicts in support of communications, planning and strategy objectives.
  • Conducts research into issues and leads/participates in consultative processes with Vice Presidents and Department Managers to obtain feedback on proposed policy, legislation and regulations.
  • Develops options consistent with legislation and the LABC service plan and its strategic priorities.
  • Participates in the hiring, training, supervision and evaluation of department employees.
  • Establishes staff goals and objectives and performance standards and expectations and addresses any team member performance issues promptly and professionally (in partnership with HR as required).
  • Regularly coaches/mentors others to lead by example.
  • Builds consensus among teams to drive policy projects to completion.
  • Participates as a representative on working committees formed to develop strategic policy concepts and supporting documentation.
  • Leads consultation and builds strong relationships with external stakeholders and partners to capture emerging issues and solicit input into policy proposals to ensure policy recommendations are well received and have the desired impact.
  • Provides back-up and acts for the Manager, Strategic Planning and Policy.
  • Participates in departmental and organizational strategic planning, including the development of new initiatives, drafting of issue papers, assessment of policy, and administrative and financial implications of new initiatives and changes in program delivery.
  • Manages strategic issues which could have a potential impact on operations.
  • Leads trials concerning new initiatives, pilot programs and rollouts; and based on results, makes, recommends and implements adjustments and modifications.
  • Develops and manages cost/benefit risk assessment analysis.
  • Identifies implications of policies and legislation proposed by other government agencies.
  • Recommends changes to organizational policies or procedures to improve efficiency or effectiveness and ensures compliance with Government policies, regulations and laws.
  • May act for the Department in processing grievances and applying the collective agreement.
