About The Position

The Senior People Science Analyst performs professional work in analyzing, researching, and consulting functions related to competency modeling, employee engagement, people analytics, talent management consulting, workforce planning, and racial equity. This role is part of the People Science team within Human Resource Services at the SFPUC, which strives to create a workplace with thriving, diverse, and engaged employees using innovative, behavioral science-based research and consulting.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university.
  • Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.

Nice To Haves

  • Graduate degree in Industrial-Organizational Psychology, or other closely related field (e.g., Industrial Psychology, Organizational Behavior, Applied Social Psychology, Behavioral Psychology), Data Science, Data Analytics, Public Administration, or Business Administration.
  • Experience and/or professional certifications in the areas of competency modeling, strategic workforce planning, employee experience/engagement, surveys and analytics, diversity, equity & inclusion, and/or talent management consulting.
  • Demonstrated experience in designing, evaluating, and improving human resources programs through the application of organizational research, employee and workforce data analysis, project management, and change management principles.
  • Experience using technologies such as Visier, Quantum Workplace, SharePoint, Survey Monkey, and Adobe Illustrator or similar data visualization and survey platform tools.

Responsibilities

  • Provide strategic research and best practice-based consultation to business leaders related to talent management strategies, organizational effectiveness initiatives, and human resources policies and practices.
  • Lead complex projects, including project scoping, developing project plans, and communication plans, and managing external partnerships.
  • Independently compile and analyze data using standard software programs such as Excel; create compelling data visualizations and actionable insights to support workforce, talent and organizational decision-making.
  • Manage a portfolio of internal clients and lead the development of competency models (i.e., critical technical, behavioral, and leadership competencies required for successful performance) serving as team lead for competency-based talent management projects and related processes.
  • Develop and improve talent management processes (e.g., recruitment and selection, performance management, career pathing, leadership development) to align with our competency framework and workforce needs.
  • Conduct research and advanced data analysis to identify strategic actions and recommendations to support SFPUC’s Racial Equity Action Plan, and other organizational priorities.
  • Facilitate workshops and strategic discussion with business leaders and employees to support workforce planning, leadership development, organizational development, and team effectiveness initiatives.
  • Design and develop survey instruments and interview protocols, assessments, and other data collection tools to gather data and information.
  • Plan and create strategic content, resources, and communications (e.g., site pages, training guides, presentations, newsletters) tailored to diverse groups.
  • Prepare and deliver executive-level, visually appealing reports and engaging presentations to communicate findings and recommendations, policies, and strategic insights to diverse, non-technical audiences.
  • Identify and implement opportunities to improve team processes, operational efficiency, and service delivery.
  • Direct the work and assist in the professional development of interns, junior team members, and cross-functional project contributors; providing coaching, guidance, and training.
  • Demonstrated advanced experience utilizing and administering technology platforms, software applications, and digital tools such as Visier (people analytics), Quantum Workplace (engagement suite), Microsoft Office Suite, SharePoint (including site development), Survey Monkey, Adobe Illustrator or similar tools or technologies.
  • Perform other related duties as assigned.
