About The Position

Under general direction, the Senior Organizational Development Specialist collaborates with all levels of OHA staff in the evaluation, design and implementation of procedures, processes and systems to facilitate progressively improving operational efficiency. Using data collected from operations reports, surveys, and other avenues, this position will assist with the identification of systems/procedural based issues vs. personnel issue, as well as lead cross-functional strategies to prevent repeat problems, and complete large scale complex projects.

Requirements

  • Possession of a bachelor’s degree from an accredited college or university with a major in business or public administration, human resources management, social or behavioral science, industrial psychology, or a closely related field.
  • Five (5) years of professional experience planning, designing, and delivering organizational development programs.
  • Two (2) years of lead experience, or one (1) year of supervisory experience.
  • Knowledge of Systems Thinking tools and methodologies.
  • Knowledge of Research methodology, process improvement, and optimization strategies and best practices.
  • Knowledge of Data analysis and performance metrics procedures.
  • Knowledge of Project management tools.
  • Knowledge of Compliance standards and best practices in organizational excellence.
  • Knowledge of Systems design and implementation practices.
  • Knowledge of Supervision best practices.
  • Knowledge of Change management.
  • Knowledge of OHA regulatory demands.
  • Knowledge of basic financial and workforce planning concepts.
  • Knowledge of mediation and escalation practices.
  • Knowledge of Trauma-informed care values.
  • Knowledge of Data analytics and statistic interpretation.
  • Knowledge of Policy and procedure development.
  • Knowledge of Performance evaluation best practices.
  • Ability to develop, interpret and revise policies and procedures.
  • Ability to lead cross functional projects involving employees of all levels of OHA.
  • Ability to perform in depth Analytics on both a small and large scale.
  • Ability to collaborate with teams and stakeholders.
  • Ability to establish SMART goals and timelines to meet measurable outcomes.
  • Ability to demonstrate proficiency in a wide range of computer software.

Responsibilities

  • Assists in the development and leveraging of organizational performance metrics to assess the effectiveness and productivity of the Authority departments.
  • Communicates narratives around data and analyses to senior leadership and potential stakeholders to gain to foster a Systems Thinking culture and gain buy-in for proposed changes.
  • Monitors and evaluate the effectiveness of implemented systems solutions.
  • Performs Root Cause Analyses (RCAs) of cross departmental issues/complaints as assigned.
  • Responsible for assisting leadership in development and maintenance of both agency-wide and department level Standard Operating Procedures (SOPs).
  • Collaborates with all levels of departments to define objectives and deliverables on complex interdepartmental projects.
  • Facilitates the establishment of internal frameworks of standards and processes to support departments in achieving business excellence.
  • Plans, develops and implements various strategies to identify and measure organizational achievements.
  • Drives continuous improvement by analyzing organizational processes, and collaborates with related business functions to identify and implement optimization opportunities.
  • Develops surveys; reviews and analyzes survey results; and assists management in creating action plans based on findings.
  • Evaluates overall systemic challenges and design effective intervention strategies.
  • Prepares detailed reports on performance, outcomes, and key metrics of assigned projects.
  • Presents findings and recommends improvements and efficiencies aligned with the Authority’s purpose, mission and values.
  • Simultaneously leads a plethora of high level special projects.
  • Develops and maintains a method to stay current with the latest organizational development trends and best practices.
  • Supervises assigned staff, as well as temporary staff and contract consultants.
  • Performs other related duties as assigned.
