About The Position

The Senior Operations Research Analyst provides analytical, technical, and programmatic support to Naval Air Systems Command (NAVAIR) Program Management Air (PMA) offices supporting Electromagnetic Warfare (EW), Electronic Attack (EA), and advanced aviation capability development initiatives. The position serves as a senior advisor to government leadership, Integrated Product Teams (IPTs), Fleet stakeholders, and industry partners in support of capability development, acquisition planning, operational analysis, requirements integration, and program execution. The analyst applies extensive operational aviation, Electronic Warfare, and acquisition experience to evaluate program performance, assess operational effectiveness, support strategic decision-making, and facilitate the successful execution of PMA objectives. This position requires close coordination with PMAs, Fleet Readiness Centers, Naval Air Warfare Centers, Fleet Support Teams, operational squadrons, and industry partners.

Requirements

  • Bachelor's Degree in Engineering, Operations Research, Mathematics, Aviation Management, Systems Engineering, Business Management, Military Science, or a related field.
  • Minimum fifteen (15) years of experience supporting Department of Defense aviation, Electronic Warfare, acquisition, operational planning, or program management activities.
  • Minimum ten (10) years of experience supporting Naval Aviation, NAVAIR PMAs, Fleet operations, or related defense acquisition organizations.
  • Experience supporting complex acquisition, modernization, sustainment, or capability development programs.
  • Experience conducting operational analysis, strategic planning, risk assessment, and performance evaluation activities.
  • Strong knowledge of DoD acquisition processes, Integrated Product Teams, systems engineering principles, and program management methodologies.
  • Exceptional leadership, communication, presentation, and stakeholder engagement skills.
  • Proficiency with Microsoft Office 365, including Outlook, Word, Excel, PowerPoint, SharePoint, and Teams.
  • Ability to prepare and present executive-level briefings and technical recommendations.
  • Active Secret Clearance required.

Nice To Haves

  • Twenty (20)+ years of military or civilian aviation experience.
  • Previous experience supporting PMA-265, PMA-234, PMA-272, PMA-290, PMA-281, or related Naval Aviation Program Offices.
  • Former Naval Aviator, Naval Flight Officer, Electronic Warfare Officer, Mission Commander, Program Manager, Operations Officer, Department Head, Executive Officer, or Commanding Officer.
  • Experience supporting EA-18G Growler, F/A-18E/F Super Hornet, ALQ-99, ALQ-218, NGJ Mid-Band, NGJ Low-Band, ALQ-249, or related Electronic Warfare systems.
  • Experience supporting Fleet Readiness Centers, Fleet Support Teams, Naval Air Warfare Centers, or operational fleet units.
  • Knowledge of Modeling & Simulation, Operational Test & Evaluation, capability assessments, and mission effectiveness analysis.
  • Familiarity with Planning, Programming, Budgeting, and Execution (PPBE) processes.
  • Top Secret/SCI eligibility preferred.

Responsibilities

  • Provide senior-level Operations Research and Program Analysis support for Electromagnetic Warfare, Electronic Attack, and aviation acquisition programs.
  • Conduct operational assessments, data analysis, modeling, and mission effectiveness evaluations supporting PMA decision-making.
  • Support planning, execution, and assessment of acquisition strategies, capability development initiatives, and modernization efforts.
  • Develop analytical products, briefings, reports, recommendations, and decision-support materials for government leadership.
  • Coordinate with NAVAIR PMAs, Naval Air Warfare Centers, Fleet Support Teams, Fleet Commands, and industry stakeholders to identify operational requirements and capability gaps.
  • Analyze program performance metrics, cost, schedule, technical risks, and resource utilization to support program execution.
  • Facilitate Integrated Product Team (IPT) meetings, technical reviews, milestone events, and strategic planning sessions.
  • Provide subject matter expertise regarding Electromagnetic Warfare systems, Electronic Attack capabilities, aviation operations, and fleet sustainment requirements.
  • Support development of operational concepts, capability roadmaps, requirements documentation, and transition-to-fleet planning.
  • Evaluate emerging technologies, Electronic Warfare capabilities, and modernization initiatives to support future force development.
  • Prepare executive-level briefings and recommendations for PMA leadership, Flag Officers, Senior Executive Service (SES) personnel, and acquisition stakeholders.
  • Assist government personnel with budget planning, resource prioritization, risk management, and program execution activities.
  • Foster collaboration among government, military, and industry stakeholders to achieve mission objectives and program success.
  • Support program reviews, acquisition milestone events, technical interchange meetings, and customer engagements.
  • Provide strategic recommendations to improve program effectiveness, operational readiness, and fleet support capabilities.
