About The Position

The Senior Operations Manager holds ultimate accountability for the strategic direction, operational governance, and regulatory compliance of all GMP and Non-GMP facilities and workplace services for a critical manufacturing environment in Oceanside, CA. This role provides executive-level leadership and oversight for the contamination control and sanitization of controlled areas, ensuring absolute adherence to internal protocols and cGMP standards. Beyond the GMP scope, the incumbent acts as the strategic owner for a comprehensive workplace services portfolio, including general janitorial, pest control, landscaping, event management, and mail operations, driving service excellence through a tiered leadership team.

Requirements

  • Bachelor’s degree in Engineering, Science, Business, or related technical field preferred; or an Associate degree with equivalent, extensive leadership experience in a highly regulated cGMP environment.
  • 8–10+ years of progressive experience within a GMP manufacturing or cleaning environment, featuring a minimum of 5 years of experience in a tiered people-management role (managing supervisors or managers).
  • Expert understanding of GMP cleaning programs giving hands on training
  • Strategic familiarity with Computerized Maintenance Management Systems and enterprise data tools to drive operational decisions.
  • Proven track record in strategic supplier contract management, multi-million dollar budget oversight, talent development, and organizational design.
  • Exceptional executive communication, presentation, and negotiation skills; bilingual capabilities are an asset

Nice To Haves

  • Demonstrated expertise in GMP-regulated environments, pharmaceutical facilities, life sciences, medical device, hospital or similarly controlled manufacturing settings
  • Experience with SAP computerized maintenance management systems (CMMS)
  • Background in contract management and vendor performance optimization within facilities services environments

Responsibilities

  • Serve as the program owner for the GMP contamination control and cleaning program.
  • Accountable for ensuring the site’s continuous alignment with FDA CGMP regulations (21 CFR Part 21) and evolving global regulatory expectations.
  • Champion the regulatory and quality assurance framework for the department.
  • Provide oversight and inputs for efficiency leading to complex SOP revisions, change controls, deviations, investigations, and Corrective and Preventive Actions (CAPAs), ensuring the team maintains an uncompromised state of compliance.
  • Establish and govern the site’s audit readiness strategy.
  • Serve as the primary host and subject matter expert (SME) representative during regulatory (FDA, EMA) and client inspections, defending the robustness of the site's cleaning and sanitization programs.
  • Accountable for the overall integrity and compliance of room and equipment sanitization records.
  • Ensure the team robustly adheres to Good Documentation Practices (GDP) and data integrity principles.
  • Govern the delivery of Non-GMP janitorial services and drive the long-term asset management and aesthetic standards of the campus through strategic landscaping programs.
  • Provide executive oversight, risk management, and strategic direction for the site’s Pest Control and Mail Services operations, ensuring vendor compliance and business continuity.
  • Set the strategy for campus event execution, ensuring the Workplace Services Manager delivers high-quality, seamless cross-functional internal and external events.
  • Support as a member of the site safety leadership team, championing EHS compliance , driving a zero-injury culture, and ensuring full team adherence to Personal Protective Equipment (PPE) requirements.
  • Cultivate and maintain strategic, high-trust partnerships with client leadership and site SMEs.
  • Act as the primary escalation point and strategic interface for facilities and operations.
  • Own, define, and continuously optimize Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
  • Drive vendor accountability and internal team performance through data-driven business reviews.
  • Direct and manage the operational budgets for the department.
  • Drive fiscal efficiency, labor optimization, and strategic vendor contract negotiations.
  • Maintain ultimate accountability for 24/7 emergency response and operational continuity for critical after-hours events.
