About The Position

Reporting to the Intermediate Generalist of Human Resources, leads the day-to-day activities to ensure the smooth running of various processes and activities related to human resources for the faculty including customer service, recruitment and staffing of nonunionized short-term contract, CUPE and APTPUO positions while ensuring compliance with various collective agreements related policies and procedures.

Requirements

  • Advanced knowledge of administration and human resources principles normally acquired through postsecondary studies in a related discipline or an equivalent combination of education and work experience
  • Minimum 3 years of demonstrated experience in a similar role
  • Experience in interpreting, explaining and applying collective agreements, policies and regulations
  • Knowledge of computer systems and software including financial systems, spreadsheets, databases, Internet and e-mail.
  • Experience in preparing reports
  • Ability to produce high quality work under pressure while meeting strict deadlines.
  • Strong interpersonal and communication skills
  • Strong organizational skills
  • High level of discretion
  • Bilingualism – French and English (spoken and written)

Responsibilities

  • Act as resource person for the sector with regards to inquiries related to human resources to apply policies, explain procedures, and facilitate processes for short term contracts, CUPE and APTPUO. Identify and analyze problematic issues related to those operations and propose appropriate solutions to increase efficiency and effectiveness and improve the quality of service.
  • Coordinate all aspects pertaining to the posting and selection process in accordance with relevant human resources policies and procedures and collective agreements. Ensure the proper execution of the administrative steps of the recruitment and hiring processes. Ensure the availability of funds for each contract requested.
  • Prepare and submit all forms and documentation necessary for the generation of contracts to ensure continuity in the employees’ pay. Liaise with central Human Resources to stay abreast of any changes in general policies and procedures related to human resources and payroll administration. Coordinate the process for the Work Study program (from posting to contract creation) to support operational needs of the faculty. Provide guidance to supervisors to facilitate onboarding and develop tools for effective management of work-study hours.
  • Coordinate the payroll process for various employee groups within the faculty. Verify payroll reports for accuracy and liaise with central Payroll service to reconcile any inconsistencies. Identify and resolve any discrepancies related to payroll information to minimize the possibility of a negative impact on the affected employee.
  • Maintain tracking systems for CUPE obligations, graduate admissions awards and internally funded awards in collaboration with the various departments. Must ensure the availability of funds for each contract bursary requested by researchers.
  • Provide various simple to moderately complex reports on a scheduled as well as ad-hoc basis concerning payroll and human resources-related data to support ongoing operations and strategic planning.
  • Act as a delegate for the HR Generalist in the review and approval of CUPE and APTPUO contracts, as required.
  • Maintain an effective filing and records management system to preserve discretion of highly confidential information for personnel of the sector and to ensure that complete and accurate documentation is available for future reference or audit purposes.
  • Write and maintain procedure manuals for internal use on procedures, processes and systems related to the incumbent’s responsibilities.
  • Provide information to internal and external clients on various human resources and payroll processes, deadlines and policies to ensure that these are well understood and properly implemented.
  • Communicate and work closely with the Faculty's Finance Department, supervisors and employees to share and validate information relevant to employee contracts and payroll.
