About The Position

Reflex is a marketplace for flexible retail work. Reflexers are W-2 employees who work shifts at retail partners’ locations. The Senior Manager, Workforce Compliance owns worker compliance, HR, and people policy for this large, distributed, hourly workforce. The role is part of the Product and Operations team and partners with Product and Engineering to build compliance decisions into the platform, and with Operations to make them work in practice. It begins as a hands-on role and is designed to grow into Head of Workforce Compliance as the function expands. The role oversees compliance across 34 states and Washington, DC, including wage and hour requirements, fair workweek and predictive scheduling, paid sick and safe time, reporting-time pay, leave, and local ordinances. It tracks regulatory changes, supports expansion into new states, manages employer registrations and related accounts and notices, makes and documents policy decisions with outside employment counsel, and maintains the Reflexer handbook. The position also develops compliance requirements and helps shape the product roadmap; manages unemployment claims, employment verifications, separation reporting, I-9 and employment eligibility, leaves, workers’ compensation claims, complex cases, and investigations; conducts audits and drives corrective actions; evaluates vendors and automation opportunities; and trains Operations and Support teams. Success includes establishing repeatable compliance processes for entering new states and making state-specific rules and worker rights clear in the platform.
